The power shift in the administration first time in the postwar period

On August 30, 2009, the Democratic Party of Japan (DPJ) won a great victory against the Liberal Democratic Party (LDP) in the voting took place in the general election for the House of Representatives. It is the very first power shift in the government realized since 1945 in the postwar period.
Summary
The Democratic Party of Japan (DPJ) made the three pledges and seven proposals. DPJ made a victory with the manifesto to realize these pledges and proposals. The three pledges include the measures for the pension issue, childrearing issue, and for reviving the agriculture. The seven pledges are as follows:
- Protect jobs and rectify disparities.
- Rectify the shortage of doctors and create healthcare that inspires peace of mind
- Eliminate all administrative waste.
- Create a “decentralized nation” where regional affairs are decided by the regions.
- Reinvigorate the Japanese economy by revitalizing SMEs.
- Lead the world in global environmental protection.
- Build proactive foreign relations.
Of these proposals, the energy conservation-related recommendations are included in the Proposal 6: “Global Environment Protection” as stated as follows:
- By 2050, we aim to halve Japan’s greenhouse gas emissions compared to 1990 levels. To achieve this, we will establish a domestic emissions trading market, vigorously implement energy saving, and promote environmental education.
- We will promote the use of renewable energy, such as wind power, solar power, and biomass, and increase the share of these renewable energy sources to 10 percent of total primary energy supply by 2020.
- We will promote the participation of the United States, China, India, and other countries in the new international framework to prevent global warming.
