Drafting of Sectoral Benchmark

The energy efficiency standards subcommittee for factories, etc. discussed the issues of the sectoral benchmarking and the drafting guideline for a medium and long-term plan, which is stipulated in the Article 14 of the Energy Conservation Act, and released the committee report. The background was that the partial revision of energy conservation act (Law No. 47 of 2008) would be due to be effective in April 2010. The issue of benchmarking is referred in the Article 5 of the Energy Conservation Act which includes the evaluation criteria referred by business operators for factories, etc, for the rational use of energy.

As a result of the discussion in FY 08, benchmarking indexes were determined for the steel industry by blast furnace, ordinary steel manufacturing industry by electric furnace, special steel manufacturing industry by electric furnace, electricity supply industry, and cement manufacturing industry. The new following benchmarking indexes for FY 09 were drafted based on the benchmarking concept of the FY 08. This was made possible by the active cooperation from the industry.

Target Sector: Paper manufacturing industry
Benchmark index: Energy use / production volume
Target Level: 8,532 MJ / t or lower
Target Sector: Paperboard industry
Benchmark index: Energy use / production volume
Target Level: 4,944 MJ / t or lower

Target Sector: Oil refining industry
Benchmark index: (Energy use in oil refining process) / {(coefficient recognized as adequate which encompasses the world average, etc. determined in oil refining process per unit) × (throughput of oil per unit)}
Target Level: 0.876 or lower

Target Sector: Chemical / soda industry
Benchmark index: (Energy use in electrolytic process) / (weight of sodium hydroxide extracted from electrolytic cell) + (calories used for vapor in condensation process) / (weight of liquefied sodium hydroxide)
Target Level: 3.45 GJ / t or lower

Target Sector: Chemical / petrochemical industry
Benchmark index: (Energy use in ethylene, etc. manufacturing facility) / (Production volume of ethylene, etc.)
Target Level: 11.9 GJ / t or lower

As a result of this, the cover rate by the sectoral benchmarking in the area of energy consumption in the industrial sector is expected to be expanded to approximately 60% from the former rate of 40%.
