Two Memoranda of Cooperation Signed between METI and the NDRC of China

Mr. Masayuki Naoshima, Minister of Economy, Trade and Industry (METI Minister) of Japan, and Mr. Zhang Ping, Chairman of the National Development and Reform Commission (NDRC) of the People’s Republic of China, signed the following two memoranda of cooperation today:
- Memorandum of Cooperation on the Regular Holding of the Japan-China Energy Conservation and environment Forum;
- Memorandum of Cooperation on the Continuation of Training for Human Resources for Energy Conservation.

1. Under the Memorandum of Cooperation on the Regular Holding of the Japan-China Energy Conservation and environment Forum, both countries will annually convene Japan-China Energy Conservation and environment Forum with the attendance of the METI Minister and the Chairman of the NDRC. The Forum has made a significant contribution to business-based cooperation on energy conservation and environmental protection between Japan and China, as demonstrated by the agreement on cooperation projects reached at the Fourth Japan-China Energy Conservation and environment Forum last year. Both countries intend to strive to improve the quality and the level of cooperation, based on the results and experience gained in past projects, and enhance cooperation on energy saving and environmental issues, including business matching support.

2. Under the Memorandum of Cooperation on the Continuation of Training for Human Resources for Energy Conservation, both countries recognize that the human resource training for energy conservation provided by Japan to date has contributed to China’s human resource development in this area, and will offer energy conservation training in order to increase the Chinese central and local governments’ capability to enforce energy systems and prompt China’s high energy-consuming companies intensify their efforts to save energy.

3. In line with the two memoranda signed today, METI will further the bilateral cooperation on energy saving and environmental protection.
