Countermeasures
  • To strategic the EC/EE as an ASEAN agenda so as to ensure continuity in the implementation and continued improvement of EC/EE policy i.e. ACE and ECCJ->Key Lobbyist
  • To establish a basic framework of tax rebates for EE/EC products/ equipments at ASEAN country’s level
  • To cooperate as an ASEAN body in the procurement of EE/EC products/equipments and to divert saving towards more EE/EC education programs

Countermeasures
  • To establish a “ My EC/EE Problems” summit where the ASEAN member will visit a specific country and where all delegates will come together to discuss debate and resolve the problems peculiar to specific country i.e. 6 monthly (5 years/ cycle)
  • Public-> To organize more activities that can serve as platform for education for the general public
  • Private -> Public sector agency to spearhead test pilot project first and then encourage private sector to follow before enacting it into law

Indonesia
  • Problem:
    No existing policy framework
  • Countermeasures:
    To establish a robust system and framework for promotion EE/EC
Malaysia
  • Problem:
    Social and Economic environment not conducive for the promotion EE/EC framework, although it is mandatory since recently
  • Countermeasures :
    To leverage on ASEAN’s influence so as to move as a ASEAN and promote EC/EE then more seminar and workshop

Specific Problem (2)
Philippines
  • Problem:
    Linking policy to action
  • Countermeasures :
    (1) Government must lead by example to improve the effectiveness of the EE/EC program for the private sector
    (2) Public sector could develop applicable case studies to highlight the importance of EE/EC
    (3) Build capacity for implementation
Singapore
  • Problem:
    Developers and owners of facility are more concerns with reducing upfront capital cost and not to reduce long-term energy costs.
  • Countermeasures :
    Government to require/provide incentives for owners of facilities to implement EE/EC design considerations from the Architectural civil & Structural Mechanical& Electrical during design development stage

Specific Problem (3)
Thailand
  • Problem:
    Capital investment for EE/EC's equipment outweighs incentive for private sector
  • Countermeasures :
    To build R&D Capability and develop a body of knowledge so that in the future, Thailand can design and develop EE/EC equipments.
