Procedure of Small Group Discussion

Objectives
achieve the following objectives:
(1) To share and discuss the EC policy and measures adopted by the ASEAN member countries.
(2) To identify the needs for a cooperation in EC between and among ASEAN countries and Japan.

August 25 (Fri) 17:30-19:00 at ECCJ Basement 1st Floor Meeting room No.1
Small Group Discussion
In the small group discussion, the participants will be divided into four groups. Each group individually discusses the following theme.

Common Problems
(1) Common Problems in ASEAN concerning Energy Conservation (EC) Policy & Measures
(2) Countermeasures against Common Problems
Specific Problems
(1) Specific Problems in your country concerning EC Policy & Measures
(2) Countermeasures against Specific Problems

STEP1 : GROUPING
All member of participants will discuss with grouping by each four themes.
(For example :
Group A : EC policy and measures, legal system, especially EC Law and Energy Manager System with mainly governments.
Group B : EC legal system, especially EC Law with mainly with governments, public organizations and non-profit organizations
Group C : EC legal system, especially Energy Manager System mainly with public organizations and non-profit organizations
Group D : EC policy and measures, other barrier with mainly governments, public organizations and non-profit organizations)

STEP2 : WORK SHARING
All member of each group will discuss with work sharing. (For example : Leader, Presenter, Secretary & Clerk, Power Point Writer, etc)

STEP3 : DISCUSSION
All member of each group will discuss with barrier on each country report. August 28 (Mon) 17:30－19:00　at ECCJ Basement 1^st Floor Meeting room No 1

STEP3 : DISCUSSION
All member of each group will discuss with barrier on each country report. In the small group discussion, each group individually discusses the following items.
(1) Common problems and barrier in ASEAN concerning each group’s theme more detail.( For example : Resistance to Regulation, Finance & Budget, and so on)
(2) And then, Solution of each problems and barrier.

August 31(Thu) 　 16:00-19:30　at ECCJ Basement 1^st Floor Meeting room No1.
Small Group Discussion
In the small group discussion, each group individually discusses the following items.
(1) Common solution of problems and barrier in ASEAN concerning each group’s theme .
(2) Cooperation with ASEAN on Policy & Measures to EC
* Proposal for Harmonization and cooperation with the other ASEAN countries
(3) Result of this training course. ( For example : useful, comment for expectation and so on)
(4) Conclusion

Preparing for Presentation
(1) Power Point Writer will make presentation with Power Point.
(2) Power Point Writer will submit to ACE staff electronic file of presentation document with Power Point.

September 1 (Fri) 9:30 ~ 12:30 at MAZDA Building, Basement 1st Floor
Presentation and Overall Discussion of Reports From Participants
*Presenter from 4 group will make a 20 minutes presentation of their action plan. 　
All member will discuss, Q&A for 20 minutes each group.
14:00 ~15:20 at MAZDA Building, Basement 1^st Floor
Panel Discussion, Conclusion by Mr. Tsuzuru NUIBE, ECCJ
(For example : Evaluation for excellent action plan by content, priority, possibility,　effectiveness)
