Lack of financing	→	Grow a vibrant financial sector
Low awareness	→	Government to take lead in promoting energy conservation
Low priority for energy, that is EC means huge cost	→	Producers must see the benefits; consumers must well informed to purchase EC products
Split incentives	→	Consumers must be well-informed to seek more environmental-friendly buildings and products
