Three Systems for Standard Value:
    (1) Minimum Standard Value System (MEPS)
      *1: All the targeted machinery and equipment products exceed the standard value.
    (2) Average Standard Value System
      *2: Average value of all machinery and equipment products exceeds the standard value.
    (3) Maximum Standard Value System (TRS)
      *3: Targets are set based on the value of the most energy-efficient product on the market at the time.
