Proposal by joint committee toward energy conservation |
1) To provide political aid and advocate the policy which enables car users to understand the idea of the fuel consumption improvement and car manufactures to take measures for further improvement of the fuel consumption, in order to appropriately spread the cars with excellent fuel consumption performance such as hybrid cars, idling stop cars and diesel passenger cars. 4) To provide information on eco-driving to promote the energy conservation. The eco-driving is the way of using cars considering the mitigation of environmental burden. It improves the fuel consumption in the actual use of cars. 7) To advocate the energy conservation standard based on the top runner method, which is a very useful way to enhance the energy conservation of equipment, at every possible opportunity, while deepening the international understanding. |
1) It is desired that car manufactures promote the development of fuel consumption improvement technologies for cars and actively promote the practical use of the technologies. 2) It is desired that they provide car users with information on fuel consumption performance so that the users can select cars with excellent fuel consumption performance. It is also desired that they provide information on the eco-driving too. 3) It is desired that they develop the technologies and products that support the eco-driving such as fuel consumption meters and introduce them for practical use to promote the practice of eco-driving. At the same time, it is desired that they provide information on these technologies and products. |
It is desired that car users try to select cars with excellent fuel consumption performance and implement the energy conservation by appropriately and effectively using their cars, including practice of eco-driving. (4) Others It is desired that the industries concerned including the automobile industry and the oil industry establish a cooperative system to try to diversify fuel and improve the fuel performance. In this connection, the Government needs to actively support these actions. |

Introduction of fuel consumption standard for cars |
If the fuel consumption standard is not met, recommendation, announcement, or order is issued to the manufactures. If the order is not followed, the penalty (up to one million yen) is imposed. |
