Six areas of factory evaluation criteria
under the law concerning rational use of energy (Article 5)
Evaluation criteria under the law concerning rational use of energy (Article 5)

Six areas of factory

  1. Rationalization of burning fuel
  2. Rationalization of heating, cooling and heat transfer
  3. Recycling heat waste
  4. Rationalization of converting heat into power
  5. Prevention of heat loss by emission, conduction etc and Prevention of electric loss by resistance etc
  6. Rationalization of converting electricity into power, heat etc

Outline of Evaluation Criteria (Chart)
( e.g : Rationalization of burning fuel )
Object Management Measurement&Record Maintenance&
Check Up
Measures for new construction of facility
1. Rationalization of burning fuel 1)1. Manage air ratio
According to combustion facilities and fuel type. “Management Standard”
2.Lower air ratio according to appended chart1.(A) for combustion facilities.  “Criterion”
3. For multiple facilities, adjust load and manage general heat efficiency. “Management Standard”
4. Fuel management to enhance combustion efficiency.
2) Measurement records of supplied fuel amount,
exhaust gas temperature, 02%, etc.
“Management Standard”
3) Proceed maintenance and check up of the combustion facility and sustain desirable condition. “Management Standard” 4)1. Adjust fuel amount and air ratio of the combustion apparatus according to load change.
2. Adjust ventilation volume and combustion chamber pressure of the ventilator.

Example of Energy Management Standards
Management standards [Facility name] Boiler facilities
  1. Management of facilities
    (1) For the management of the boiler facilities, the standard air ratio shall be set and the air ratio shall be controlled under the standard. (Standard air ratio: 1.2-1.3, Target air ratio: 1.15-1.25)
    (2) The exhaust gas temperature associated with combustion shall be controlled under the standard value. (Standard exhaust gas temperature: 200oC, Target exhaust gas temperature: 160oC)
    (3) The qualify of feedwater and boiler water shall be managed to prevent deposition of scales in the boiler. (Management value)
  2. Measurement and record
    (1) The quality of feedwater and boiler water shall be measured regularly and the result shall be recorded. Feedwater (three times/year), boiler water (once/month)
    (2) The exhaust gas temperature associated with combustion, air ratio, and remaining oxygen amount in the exhaust gas shall be measured and the result shall be recorded. Exhaust gas temperature (per hour), air ratio (three times/year), remaining oxygen (twice/year)
    (3) The amount of usage of energy (fuel) shall be measured and recorded. (Once/day).
  3. Maintenance/inspection
    (1) Maintenance/inspection shall be conducted regularly according to the inspection standard. (Three times/year)
  4. Improvement measures
    (1) If a measurement value exceeds the management standard, analyze the cause and take an improvement measure immediately.
    (2) Measures to be taken when a new boiler is installed
    (a) Burning appliances such as burner shall be suitable for fuel, and the ratio of the amount of fuel supplied and air shall be adjustable depending on fluctuations in the load and combustion status.
    (b) The ventilation device where the ventilation amount and the pressure in the combustion chamber are adjustable shall be used.
