Competent Minister's Instructions and Orders
The competent minister may take the following action in relation to Type 1 Designated Energy Management Factories, if the factory’s performance is noticeably noncompliant with the management standards.
  1. To instruct the factory to submit a plan with regard to the rational use of energy;
  2. To instruct the factory to change its rationalization plan, if the rationalization plan is insufficient
  3. To instruct the factory to adequately implement its rationalization plan, if the rationalization plan is not fully implemented;
  4. To make public the fact that the factory has not complied with the instructions, if the instructions have not been followed; and/or
  5. To order the factory to implement measures related to the instructions after consultation with related councils, etc., if the factory has not taken any measures related to the instructions without good reason.
