     Necessity of Specification Standards (Point Method)
  • Since the energy conservation standards were firstly established in 1980, only the performance standards PAL and CEC) had been applied until 2003 as the energy conservation standards for buildings.
    These standards are well known as excellent standards, as these standards not only provide with accurate evaluation of EE&C buildings but also do not harm design flexibility of buildings.

  • However, in the process of calculation of PAL and CEC, quantity take-off of the perimeter floor area and various equipment is very manpower-consuming and moreover the calculation process itself to obtain PAL and CEC values is so complicated to understand. Therefore, this standards is known as “a little
    Troublesome” standards and this is the reason why only 50% of the owners who have the plans to construct buildings submitted to the authority “the Energy Conservation Evaluation Report” according to the standards . This became the one of the serious problem for promotion and dissemination of the Energy conservation standards and guidelines for buildings.

  • June 2002, the government, following the revision of the EC Law , notified that the owners of any buildings of 2000m2 or more in total floor area should submit to the competent authority the reports of the EC measures for the buildings according to the standards.

  • The government notified new standards “Point Method” which anyone can understand without expertise and with which the evaluation of EC buildings can be done simply. However, this standards are allowed to be applied to only the buildings of 5000m2 or less in total floor area.
