- OBJECTIVES
- The assessment tools are applied to the three application phases: 1) Design (completion) phase, 2)Operation phase and 3) Refurbishment and disposal phase. They are required to meet the following various objectives:
(1)Planning and design support for designers
(2)Environmental Labeling to be used for property evaluation of the building
(3)Environmental performance audit and refurbishment design support taking into consideration the ESCO project and renewal industry among others

Concept of CASBEE
Limitation of environmental capacity and site boundary
It has been recognized that the capacities of local environments, or the earth as a whole, are
reaching their limits.
As a result, the concept of closed ecosystems has become essential for determining environmental capacities when conducting environmental assessments.
When assessing building environments, it is also vital to present the concept of closed systems for determining environmental capacity related to the building to be assessed.
Therefore a hypothetical enclosed space bounded by the borders of the building site is proposed here in making environmental assessments of buildings.
