- The energy efficiency and conservation (EE&C) is the most effective and practical measure of the ones to prevent the global warming which is one of the most difficult problem in this century.
- In Japan which is the most advanced country in EE&C in the world, but it is still necessary to strengthen the EE&C measures in the building and household sector in which energy consumption has been largely increasing.
- In Japan, the Energy Conservation Law which was enforced in 1979 has successfully contributed to the promotion and dissemination of EE&C not only in industry but also in building and household sector. The Energy Conservation Law provides with the guidelines (evaluation criteria) for EE&C operation of buildings as well as for design of EE&C buildings.
- For further improvement of the EE&C in building and household Sector, the Energy Conservation Law was amended to be more stringent in 2008 and has been and will be implemented from 2009 and 2010.
- For EE&C in operation of buildings, the Energy Management is a key issue. The government enhance the energy management of factories and buildings not only by implementation of the Energy Conservation law, but also by supporting on the development of the various energy management tools.
- Under the instruction of the government (METI), The Energy Conservation Center Japan (ECCJ) has contributed to EE&C in Japanese industry as the core organization of implementation of the government policy and regulatory measures for EE&C.
- I strongly hope that the international corporation for energy conservation between India and Japan will continuously expand to the future of both countries..
