1. Overview

<1> Overview of the energy conservation standards

  • Before the revision of the Energy Conservation Act, only buildings having a total floor area of 2,000 m2 or more had been required to submit notification of energy conservation measures to the competent authorities. After the revision, however, the scope of buildings that are required to submit notification of energy conservation measures to the governing agency is expanded and smaller buildings having a floor area of less than 2,000 m2 (300 m2 or more) are also required the same procedure.

    In addition, considering the abilities and resources of smaller construction clients and increased burden of paperwork of specified agencies that accept notifications, energy conservation standards that are simpler than traditional energy conservation standards (simple point method) was established, changing the required performance as little as possible, for smaller buildings having a floor area of less than 2,000 m2 (enforced in April 2009).
