2. Streamlining of heating, cooling, and heat transfer
    2-1 Heating facilities, etc.
    (1) Control of heating, cooling, and heat transfer
    1. For heaters, cooler, driers, heat exchangers and similar equipment using a heat medium such as steam, management standards shall be implemented on temperature, pressure, and quantity of the heat medium required for heating, cooling, and heat transfer (heating, etc.) and temperature, pressure, and quantity of heat medium supplied, and oversupply of heat by the heat medium shall be eliminated.
    2. For industrial furnaces used for purposes such as heating or heat treatment, management standards shall be implemented based on factors including the facilities structure, features of heated objects and processes before and after heating or heat treatment, etc., to increase thermal efficiency, and the heat pattern (defined as the mode of change corresponding to progression over time of the temperature of the heated object) shall be improved.
    3. In the case of facilities for heating, etc., control standards shall be established regarding the quantity of heated or cooled objects and their distribution in the furnace to avoid over/under load.
    4. Where multiple heating facilities, etc., are used, management standards shall be implemented to maximize thermal efficiency of facilities as a whole, and individual facility loads shall be adjusted.
    5. For processes involving repeated heating, management standards shall be implemented to minimize waits between processes.
    6. For heating facilities, etc. that can be operated intermittently, management standards shall be implemented to integrate operation.
    7. Feed water to boilers shall be quality-controlled as provided for in JIS B8223 Boiler Feed Water and Boiler Water Quality and other standards to prevent sludge, etc. and the buildup of scale on heat exchanger tubes.
    8. For heating facilities, etc., that use steam, steam feed valves shall be closed when not required.
    9. The dryness of steam used by heating facilities, etc., shall be maintaining appropriately.
    10. For other aspects of heating management, etc., management standards shall be implemented on matters related to the temperature of heated and cooled objects, temperature, pressure, and feed rate of the heating medium, such as steam, used for heating, etc.

    (2) Measurement and recording of matters for heating, etc.
      Management standards shall be implemented for measuring and recording the temperature of heated and cooled objects, temperature, pressure, and feed rate of the heating medium, such as steam, used for heating, etc., required to determine and improve the state of transfer of heat, and such matters shall be regularly measured and results recorded based on standards.

    (3) Maintenance and inspection of heating facilities, etc.
      Management standards shall be implemented on maintenance and inspection of heating surfaces and other heat transfer for parts of boilers, industrial boilers, heat exchangers and similar facilities, and soot, dust, scale, and other residue shall be regularly removed based on standards to maintain heat transfer performance.

    (4) Measures on the implementation of new heating facilities, etc.
      For the implementation of new heating facilities, excluding building equipment, measures including those specified under the items below shall be taken. If new heating facilities implemented are building facilities, efficient use shall be made of energy based on the matters for air conditioning and water heating stipulated among standards for judgment by building owners specified in Article 73 of the Law On the Streamlined Use of Energy (Building Judgment Standards) through the implementation of measures including the following:
    1. Use of materials with a high coefficient of thermal conductivity for parts used in heat exchange.
    2. Maximizing overall thermal efficiency through improving arrangement of heat exchangers.
