4.1 Outline of a New Scheme for Factory Site Surveys
Overall inspection of the factories started in 2001

1. Subjects of the surveys
This refers to the conduct of factory site surveys on Type 1 Designated Energy Management Factories (approx. 5,200 factories) in accordance with the Energy Conservation Law specifying certain business sectors each fiscal year
  • Fiscal 2001: Steel Industry, Pulp and Paper Manufacturing Industry, etc.
  • Fiscal 2002: Chemical Industry, Textile Industry
  • Fiscal 2003: Petroleum Products, Coal Products Manufacturing Industry, etc.
  • Fiscal 2004: General Machinery and Equipment Manufacturing Industry, Electrical Machinery and Device Manufacturing Industry, etc.
2. Survey method
The status of the implementation of the assessment standards are scored according to three grades covering a check of the status regarding the establishment and observance of management standards, the observance of the standard values, measurement and recording, and the maintenance and inspection of major facilities related to seven items, including the prevention of heat loss, prevention of electricity loss, etc.

(1)Submission of a pre-survey report (including outline tables and individual sheets)
Self-evaluation on the status of the assessment standards
(2)Survey visit (one full day)
To survey the status of implementation based on the submitted pre-survey report

3. Result of the factory site survey
Application of legal measures stipulated by the Energy Conservation Law as required (On-site inspection, guidance in writing, verbal guidance)

4.2 MajorSurvey Items of Overall Inspections

(1) Review of the enhancement system and activity status of other energy conservation projects
(2) Trends in the Energy intensity


The items in blue letters apply to Designated Electricity Management Factories.
