4.2 Major Survey Items of Overall Inspections

(1) Review of the enhancement system and activity status of other energy conservation projects
(2) Trends in the Energy intensity
(3) Establishment of management standards and
standard values based on the assessment
standards and their enhancement (to be assessed
by the scores attained)

1. Rationalization of the combustion of fuels
2. Rationalization of heating, cooling and heat
transmission
2.2 Air conditioning equipment and hot water
supply facilities
3. Prevention of heat loss by radiation, conduction, etc.
4. Recovery of waste heat for reuse
5. Rationalization of the conversion of heat to power, etc.
6. Prevention of resister losses, or other loss of electricity
7. Rationalization of the conversion of electricity to power,
heat, etc.
 
The survey should be conducted for the following items as to whether they have applicable management standards and standard values for each of the activity items listed on the left.

1) Management
(2) Measurement and recording
(3) Maintenance and inspection
((4) Measures for the new item)

The items in blue letters apply to Designated Electricity Management Factories.

(1)Score of less than 50:
Factories whose status of compliance with the assessment
standards is not satisfactory, and who have been judged as
requiring on-the-spot inspection based on Article 25 of the Law.

(2)Score of 50 to 79:
Factories who have been judged as requiring guidance in writing
based on Article 5 of the Law for the improvement of compliance
with the assessment standards.
The factories are required to submit a progress report on the status
of improvements.

(3)Score of 80 or higher:
Factories that have been satisfactorily conducting energy
management. There are some factories, in spite of them
conducting energy management satisfactorily, that have
been assessed as requiring guidance in writing based on
Article 5 of the Law with regard to the implementation of
certain required reviews on the improvement of the specific
energy consumption unit.
