Key points of fact finding:
  • to get hold of the subject numerically
  • to express the subject visually

  • Target value: at the previous example case, “the standard value” should be selected for the target, to control the operation in sound condition. For improvement, usually we decide the target value based on actual value (including Bench-mark), or theoretical calculation value, or facility design value (nominal capacity value), etc..
  • Who establishes the target value? ---- usually engineers/managers establish the target. In such cases where the target is considered on the basis of actual value, operators can establish the target value. <often at “small group activity”>

  • Improvement measures ---- usually we start from the 1st step (<no/low cost measures> operational improvement and maintenance activities) ,and step up to the 2nd, 3rd step.


  • Who will take the leadership for an improving activity?
    — It depends on the improvement level to be achieved as outlined in the “Step of improvement.”
    In general,
    “Step 1”: at operational improvement level/maintenance level, the operators can take a leading role, and the engineer cooperates in giving advice.
    “Step 2”: the engineer takes a leading role, and he respects operators’ opinion.
    <in some cases participation of the energy manager is required>
    “Step 3”: the engineer takes a leading role for studying the measure, but the executive officer decides whether the measure will be carried out or not because of high-investment.
    <participation of the energy manager is necessary, because the total energy balance of the hole factory should be considered.>
