Energy Conservation Act in Japan

Introduction

  • (1) The Energy Conservation Act applies to four fields:
    factories/workplaces, transportation, residences/buildings and machinery and equipment.

  • (2) The Energy Conservation Act controls over factories/workplaces by imposing obligations to report the status of energy use and submit periodical reports, appoint type 1 energy managers (and type 2 energy managers) and comply with the standards of judgments.

  • (3) The Energy Conservation Act was amended in May of 2008. After amendment, the obligations under the Energy Conservation Act need to be confirmed according to the energy consumption of the whole business operator as well as each factory/workplace.

  • * It will be enforced in fiscal year 2010, but the business operators need to start monitoring the energy consumption of the whole business operator in fiscal year 2009.
