Extension of the scope of designated energy management factories (2nd class designated energy management factory). Imposition of obligation on the 1st class designated energy management factories for submission of mid-＆long-term plans. Major amendment of the examination system (facilitating examinations).

2002 4th amendment Abolition of specifying 5 industries for the 1st class designated energy management factories. Imposition of obligation on 2nd class designated energy management factories for submission of periodical report.
