Main points of Amendment of the Energy Conservation Law

Difficulties in the Industrial Sector and Utilization of Private-sector’s Power
Recently in the industrial sector, it is very difficult to find new measures which has large and impactive effect and good cost performance (effect vs. investment and running cost).
The reason is :
  • After the oil crisis, the industrial sector has enormously propelled energy conservation measures (from energy management to high cost measures) by their all efforts and achieved excellent results utilizing the government's support timely. Today it seems to be reaching to some difficulties or limitation for finding good cost performance measures. (see p.3~5)
  • Especially large energy consuming industries, such as Iron & steel, Refinery & chemical, Cement, Energy conversion sector etc., have also made a largeamount of investment in R&D and in introduction of highly efficient facilities and systems. (see p.57~59)
On the above back ground, the government has been reinforcing regulative and supportive measures and aims more ever :
  • to utilize the ability and power of private enterprises for the advisory committees/technical sub-committees and R&D projects conducted by NEDO. (see p.21~25)
  • to utilize the ability and power of private enterprises and industrial associations. i.e. to assist "the voluntary action plan by KEIDANREN" and to follow up the progress made towards the achievement of the targets in annual studies. (see p.60)

Energy managers system have contributed greatly to carry out the energy conservation in industrial sector.

1951 :Law concerning heat management (including heat manager license)

<Role of Energy managers under the Law>
  • To maintain energy-using facilities in sound conditions following the Guidance (Judgement Standards) by the Law.
  • To recommend energy efficiency improvement of the facilities. (the management must give consideration to the recommendations in high regard)
