EC program has to be mandatory for all sectors especially in industries and buildings	EC program has to be prioritized as an energy policy and regulation/EC Law

No existing Energy Conservation Law
- Not enough support from policy makers
No existing energy manager system
Lack of awareness of industry and building owners and top management on the importance of energy conservation
Insufficient budget to implement energy conservation activities
Lack of human resources/manpower to implement the standards
- Limited staff in charge of EC activities
- Limited capability
