Required Technical Capabilities
  • Legislation
    • ASEAN’s commitment
      • Cebu Declaration – ASEAN leaders have committed to implement EE&C in their respective countries
      • We have some policies like energy labelling and building standards
      • But we haven’t put them into legislation in the way Japan has done
        • Japan has many policy legislations in place, e.g. Energy Conservation Law

Required Technical Capabilities
  • Data
    • Need data to inform governments on how to develop and implement policies
      • Energy use of different industries, facilities and buildings
      • Energy use of different electrical appliances
    • Japan has comprehensive data on its energy consumption
      • Through data provided by companies under the Energy Conservation Law

Required Technical Capabilities
  • ESCOs
    • Most of the ASEAN countries have limited technical capabilities
    • Some ASEAN countries also have low energy tariffs, and so do not have a conducive environment for promoting EE&C

    • Very important – without the technical capabilities for energy audits, we will not be able to implement EE&C measures even if there is legislation in place
    • Training to conduct energy audits, analyse information and data collected, and provide meaningful recommendations for energy efficiency measures
    • Need certification for energy auditors
    • ESCOs with expertise in commercial buildings, as well as ESCOs with expertise in energy efficiency for industrial facilities

Required Technical Capabilities
  • Building Designs
    • Designing energy efficient buildings
    • Architects who have the expertise and know how to include energy efficiency considerations in building designs (not just look nice)
