      • These are usually industry specific
      • Also to reach out to companies on the availability and effectiveness of these technologies Setting standards for industrial equipment and processes

    • Standards for building design in terms of energy performance
    • Courses for architects on energy efficient building design
    • Technology transfer

Proposed Systems & Activities
    ESCOs and Energy Audits
    (For Both Major Industries and Buildings)
    • Training in conducting energy audits, data analysis, make meaningful recommendations
      • Both utility and process audits, including hands-on training and on-site visits
      • Continuous programme is required, e.g. over 3 months
    • ESCO feasibility studies, especially for countries with low energy tariffs

Proposed Systems & Activities
    Energy Management Capability Building
    • Capacity building for policy makers
      • Design of fiscal incentives, e.g. tax rebates
      • Design of financing schemes, e.g. micro-financing
      • Understanding of market dynamics
      • Addressing split incentives, e.g. housing developers whose interests are in low cost but less energy efficient buildings
    • Legal framework
      • How to do MEPS
      • Mandating energy managers for major energy consumers
    • Systems for energy management and data collection & analysis
