Article 5 of The Law and the METI Notification concerned:
…guidance and advise for energy management

The energy conservation law shows concrete items for energy management as “Standards for judgment” and “Management standards”.

Standards for judgment : 6 points of energy management for selecting equipments

Rationalization of combustion
Rationalization of heating, cooling and heat transfer
Recovery of waste heat
Rationalization in the conversion of heat to power
Prevention of heat loss by emission and conduction, and prevention of electric loss by resistance
Rationalization in the conversion of electricity to power, heat and lighting, and to office appliances and home appliances

to select “main equipments” which should be managed according to the judgment standard

Management standards:

to establish management system
to prepare management manual and standard

Management system (top-down control system, TQM system)
Management manual / standard for “main equipments”
(operation target standard value, measurement, record, maintenance )
Target standard value (air/fuel ratio of boiler, etc.)

to instruct employees to keep the manual/standard

to prepare instruments/devices for measuring/recording
