Standards for Judgment by Enterprises Regarding
Rationalization of
Energy Use at Plants and Business Establishments
(Ministry of Economy, Trade and Industry Notification No. 4, Jan. 10, 2003)

Standards for judgments by enterprises regarding rationalization of energy use at plants and business establishments are provided as follows pursuant to Article 4, Paragraph 1 of the Law Concerning the Rational Use of Energy (Law No. 49, 1979). These standards shall be effective from April 1, 2003.
Ministry of International Trade and Industry Notification No. 39, Jan. 25, 1999, (“Establishment of Standards for Judgment by Enterprises Regarding Rationalization of Energy Use at Plants”) is abolished.

I. Standards on rationalization of energy use

Operators of businesses (“enterprises”) using energy at plants or business establishments (“plants”) shall take appropriate and effective action to rationalize energy use at such plants through thorough and detailed energy management at the level of individual facilities (or individual facility groups or work processes where division into individual facilities is not appropriate) as far as technologically and economically possible and by observing the standards set forth below concerning the key facilities used at each stage of energy use.

1. Rationalization of fuel combustion
(1) Control of fuel combustion
  1) Fuel combustion shall be controlled in accordance with management standards on air ratio established according to type of facility combusting fuel (“combustion facility”) and type of fuel used.
  2) The management standards specified in 1) shall be established to reduce the air ratio based on the air ratio values specified in Attached Table 1(A).
  3) Where use is made of multiple combustion facilities, management standards shall be established so that the thermal efficiency (defined as the proportion of total heat input used to increase the value added of the target object; the same hereafter) of the combustion facilities as a whole is increased, and the combustion load of each combustion facility shall be adjusted accordingly.
  4) In the case of combustion of fuel, particle size, water content, viscosity and other properties shall be appropriately adjusted according to the properties of the fuel in order to raise combustion efficiency.

(2) Measurement and recording of matters regarding fuel combustion
  Management standards shall be established regarding the measuring and recording of particulars necessary to determining and improving the fuel feed rate, temperature of exhaust gas generated by combustion, residual oxygen in exhaust gas and other conditions of fuel combustion of each combustion facility, and such matters shall be regularly measured and the results recorded in accordance with said standards.

(3) Maintenance and inspection of combustion facilities
  Management standards shall be established regarding the maintenance and inspection of combustion facilities, and regular maintenance and inspections shall be performed and facilities maintained in good condition in accordance with said standards.

(4) Measures concerning introduction of new combustion facilities
  1) In the case of the introduction of new combustion facilities, combustion equipment such as burners shall be suited to the type of combustion facility and fuel, and shall be capable of adjustment of fuel feed rate and air ratio according to changes in load and combustion conditions.
  2) In the case of the introduction of new combustion facilities, air-feed equipment shall be capable of adjustment of the draft rate and pressure within the combustion chamber.
