Standards for Judgment by Enterprises Regarding
Rationalization of
Energy Use at Plants and Business Establishments
(Ministry of Economy, Trade and Industry Notification No. 4, Jan. 10, 2003)

2. Rationalization of heating, cooling and heat transfer

2-1 Heating facilities, etc.
(1) Control of heating, cooling and heat transfer
  1) In the case of heaters, cooler, driers, heat exchangers and similar equipment using a heat medium such as steam, management standards shall be established concerning the temperature, pressure and quantity of the heat medium required for heating, cooling and heat transfer (“heating, etc.”) and the temperature, pressure and quantity of heat medium supplied, and oversupply of heat by the heat medium shall be eliminated.
  2) In the case of industrial furnaces used for purposes such as heating or heat treatment, management standards shall be established according to factors including the structure of facilities, features of heated objects and processes before and after heating or heat treatment, etc. in order to increase thermal efficiency, and the heat pattern (defined as the mode of change corresponding to the progression over time of the temperature of the heated object) shall be improved.
  3) In the case of facilities for heating, etc., control standards shall be established regarding the quantity of heated or cooled objects and their distribution in the furnace.
  4) Where multiple facilities for heating, etc. are used, management standards shall be established to raise the thermal efficiency of the facilities as a whole, and the load of each facility shall be adjusted.
  5) In the case of processes involving repeated heating, management standards shall be established to reduce the waiting time between processes.
  6) In the case of facilities for heating, etc. that can be operated intermittently, management standards shall be established to integrate operation.
  7) Feed water to boilers shall be quality controlled as provided for by JIS B8223 Boiler Feed Water and Boiler Water Quality and related standards to prevent the accretion of scale to heat exchanger tubes and sludging.
  8) In the case of facilities for heating, etc. that use steam, steam feed valves shall be stopped when not required.
  9) The dryness of steam used by facilities for heating, etc. shall be maintaining at an appropriate level.
  10) Regarding other aspects of management of heating, etc., management standards shall be established concerning matters pertaining to the temperature of heated and cooled objects, the temperature, pressure and feed rate of the heating medium (such as steam) used for heating, etc. and other matters concerning heating, etc.

(2) Measurement and recording of matters regarding heating, etc.
  Management standards shall be established regarding the measurement and recording of the temperature of heated and cooled objects, temperature, pressure and feed rate of the heating medium (such as steam) used for heating, etc., and other matters necessary to determining and improving the state of transfer of heat, and such matters shall be regularly measured and the results recorded in accordance with said standards.

(3) Maintenance and inspection of facilities for heating, etc.
  Management standards shall be established concerning maintenance and inspection of the heating surfaces and other heat transfer related parts of boilers, industrial boilers, heat exchangers and similar facilities, and soot, dust, scale and other adhesions shall be regularly removed in accordance with said standards to prevent a decline in heat transfer performance.

(4) Measures concerning the establishment of new facilities for heating, etc.
  In the case of the establishment of new facilities for heating (excluding building equipment), measures including those specified under the following items shall be taken. In the case that the new heating facilities established are building facilities, efficient use shall be made of energy based on the matters regarding air conditioning and water heating stipulated among the standards for judgment by building owners specified in Article 14 of the Law Concerning the Rational Use of Energy (“Building Judgment Standards”) through the implementation of measures including the following.
  1) Use of materials with a high coefficient of thermal conductivity for parts involved in heat exchange.
  2) IImprovement of overall thermal efficiency through improvement of arrangement of heat exchangers.
 
2-2 Air-conditioning and water-heating facilities
(1) Management of air-conditioning and water-heating facilities
  1) Air conditioning shall be effected by establishing separate air-conditioning zones and establishing management standards concerning the temperature of cooling and heating, frequency of ventilation, humidity and other factors corresponding to building construction, arrangement of facilities and nature of work, etc. within each zone. Management standards regarding cooling and heating temperatures shall be determined in accordance with the predetermined temperatures recommended by the government.
  2) Equipment constituting air-conditioning facilities, such as heat sources, air-conditioning equipment, pumps and fans, shall be managed in accordance with management standards established to raise the efficiency of individual items of equipment and the overall efficiency of air-conditioning facilities.
  3) Water-heating facilities shall be managed in accordance with management standards established regarding hot water supply temperature, hot water supply pressure and other matters necessary to improving the efficiency of supply of hot water.

(2) Measurement and recording of matters regarding air-conditioning and hot water supply facilities
  1) Management standards shall be established regarding the measurement and recording of temperature, humidity and other matters necessary to determining the state of air and improving the efficiency of air conditioning in each zone of air conditioning, and such matters shall be regularly measured and the results recorded in accordance with said standards.
  2) In the case of heat sources, air-conditioning equipment, pumps, fans and other components of air-conditioning facilities, management standards shall be established regarding the measurement and recording of matters necessary to improving the efficiency of individual items of equipment and the overall efficiency of air-conditioning systems, and such matters shall be regularly measured and the results recorded in accordance with said standards.
  3) In the case of water-heating facilities, management standards shall be established regarding quantity of hot water supply, hot water temperature and other matters necessary to improving the efficiency of supply of hot water, and such matters shall be regularly measured and the results recorded in accordance with said standards.

(3) Maintenance and inspection of air-conditioning and water-heating facilities
  1) In the case of heat sources, air-conditioning equipment, pumps, fans, piping, ducts and other components of air-conditioning facilities, management standards shall be established regarding the maintenance and inspection of matters necessary to improving the efficiency of individual items of equipment and the overall efficiency of air-conditioning facilities as a whole, such as clogging of filters and removal of scale adhering to condensers, and regular maintenance and inspection of such matters shall be performed in accordance with said standards to maintain facilities in good condition.
  2) In the case of water-heating facilities, management standards shall be established regarding the maintenance and inspection of matters necessary to improving the efficiency of supply of hot water, such as the removal of scale adhering to heat exchangers, and regular maintenance and inspections shall be performed in accordance with said standards to maintain facilities in good condition.
  3) Management standards shall be established regarding the maintenance and inspection of matters necessary to management of automatic control systems of air-conditioning facilities, and regular maintenance and inspections shall be performed in accordance with said standards to maintain facilities in good condition.

(4) Measures regarding the establishment of new air-conditioning and water-heating facilities
  1) In the case of the establishment of new air-conditioning facilities, measures including those set forth in the following items shall be taken to ensure the efficient use of energy in accordance with the items on air-conditioning contained in the Building Judgment Standards.
  i) Air conditioning shall as far as possible be controlled separately in each air-conditioning zone, and be of a capacity capable of responding to changes in heat demand.
  ii) Use shall be made of high-efficiency heat sources utilizing heat pumps and similar equipment.
  iii) For heat sources of air-conditioning facilities expected to have to cope with fluctuations in load, systems such as high-efficiency equipment and thermal storage systems shall be used that enable appropriate disaggregation and control of the number of units in operation and high-efficiency operation during periods of partial load.
  iv) Air conditioning shall as far as possible be controlled separately in each air-conditioning zone, and be of a capacity capable of responding to changes in heat demand.
  v) Gauges, sensors and similar equipment for measuring temperature, humidity and other matters necessary to determining the state of air and improving the efficiency of air conditioning shall be installed and systems such as building energy management systems ("BEMS") shall be used to enable appropriate control of air conditioning.
  2) In the case of installation of new water-heating facilities, measures shall be taken to use energy efficiently in accordance with the matters regarding hot water supply stipulated in the Building Judgment Standards.
