Designated Energy Management Factories
Reinforced in 2003
Energy managers should be selected from licensed persons. The License to be acquired through the state examination. Energy management officers should be selected from licensed persons (the License to be acquired through the state seminar) or from licensed persons of energy manager.

Factory Judgment Criteria (1) Standards
“Standards for Rational Use of Energy”
Management standards are to be implemented with regard to the following items (<1> Management, <2> Measurement and Recording, <3> Maintenance and Inspection, and <4> Installation of new equipment) :
 
Management items
Applicable equipment
1 Rationalization of fuel combustion Boilers, Heat equipment
2 Rationalization of heating, cooling, and heat transfer Boilers, Heating equipment, Air conditioning and heating equipment, Hot water supply equipment, Air conditioning equipment, Steam piping, Condensate traps
3 Prevention of heat loss through radiation or transfer Boiler waste heat recovery, Steam condensate recovery
4 Recovery of waste heat for reuse
5 Rationalization of heat conversion into motive power, etc. Facilities solely for use in power generation, Co-generation systems
6 Prevention of electricity loss due to resistance, etc. Power receiving/transforming facilities, Distribution facilities
7 Rationalization of electricity conversion into motive power, heat, etc. Compressors, Freezers, Pumps, Fans, Lighting apparatus, Elevators, Office equipment, etc.

Factory Judgment Criteria (2) Targets and Measures
"Targets for efficient use of energy and measures to be carried out in a systematic manner"
To give due consideration to the feasibility of introduction of new energy conservation technologies for each type of energy-intensive equipment
1 Combustion equipment Burners integrated into heat exchangers (including regenerative burners, etc.)
2 Heat utilization equipment Smaller heating devices arranged in a decentralized way, Heat storage devices
3 Hot water utilization equipment Vacuum steam medium
4 Motive power equipment High-efficiency motors

Items to be incorporated into Management Standards
"Management standards " refers to a "Manual showing the equipment operation procedures that will enable any person to perform production with a minimum use of energy"
  Management items Items specified in management standards
1 Target reference values Air-fuel ratio, Waste heat temperatures, furnace wall temperatures, Luminance standards, Air conditioning references, etc.
2 Measurement and recording Periodical measurement and recording of operating hours, Energy consumption, and other such data of applicable equipment
3 Inspection and maintenance Implementation of periodical inspection/services to maintain high efficiency and keeping record of such data
4 Equipment improvement, etc. Judgment criteria for promotion of improvement or upgrading of the equipment that fails to achieve the target value
