Top Runner Program Outcomes
  • In the 6 years since the Top Runner standard was introduced, TV receivers, VCRs, air conditioners (room air conditioners), electric refrigerators and electric freezers have all reached their target fiscal years.
  • Thanks to the efforts of the manufacturers, each device has improved its efficiency to levels equal to or higher than the original forecast.
Device
Energy consumption efficiency improvement (actual)
Energy consumption efficiency improvement
(original forecast)
TV receivers
25.7%
(FY1997 → FY2003)
16.4%
VCRs
73.6%
(FY1997 → FY2003)
58.7%
Air conditioners*
67.8%
(FY1997 → 2004 freezing year)
66.1%
Electric refrigerators
55.2%
(FY1998 → FY2004)
30.5%
Electric freezers
29.6%
(FY1998 → FY2004)
22.9%
Petrol-driven passenger vehicles*
22.0%
(FY1995 → FY2004)
23.0%
(FY1995 → FY2010)

* Note that because the indicators of energy consumption efficiency are the COP or fuel consumption (km/L), reductions in the amount of energy consumed appear as inverse numbers.

Top Runner Standard Forecasts
  • Revisions to the measurement method so that it more accurately reflects actual conditions
  • Promoting still greater efficiency improvements
Air conditioners: Wall-mounted, non-ducted models with a cooling capacity of 4.0 kW or less
○ Target evaluation for freezing year 200
・ COP weighted average of 3.01 (freezing year '97) => 5.05 (freezing year '04): 67.8% improvement
○ New target set for fiscal 2010
・ Energy consumption efficiency and measurement method forecast
Cooling/heating average COP
=> Year-round energy efficiency that factors in an evaluation of the effects of variations in inverter model capacity over the cooling/heating period as measured for the outdoor air temperature: APF (Annual Performance Factor) along with the measurement method based on that APF: JIS C 9612: 2005 used
・ APF value weighted average 4.9 (actual figure for FY'05) => 6.0 (FY2010 target): 22.4%
improvement (projected)

Refrigerators: Categories for direct cooling (natural convection)/Indirect cooling (forced circulation), capacity and the number of doors
○ Target evaluation for freezing year 2004
・ Energy consumption efficiency weighted average 647.3 kWh/yr ('98)
=> 290.3 kWh/yr ('04) 55.2% improvement
○ New target set for FY2010
・ Energy consumption efficiency and measurement method forecast
=> Review of measurement method in conditions as close as possible to the actual usage parameters (ambient temperature, internal temperature regulation, installation conditions, etc.): JIS C 9801: 2006 used
・ Energy consumption efficiency weighted average 572 kWh/yr (actual figure for FY'05)
=> 452 kWh/yr (FY2010 target): 21% improvement (projected)
