2-2 Air-conditioning and water-heating facilities
  • (4) Measures for the implementation of new air-conditioning and water-heating facilities
    1. For the implementation of new air-conditioning facilities, measures including those set forth in the items below shall be taken to ensure the efficient use of energy based on the items on air-conditioning contained in the Building Judgment Standards.
      1. Air conditioning shall insofar possible be controlled separately in each air-conditioning zone, and be capable of responding to changes in heat demand.
      2. Use shall be made of high-efficiency heat sources using heat pumps and similar equipment.
      3. For heat sources of air-conditioning facilities expected to process load fluctuations, systems such as high-efficiency equipment and thermal storage shall be used that appropriately exclusion and control of the number of units in operation and high efficiency during partial load.
      4. For air blowers and pumps under during high load variation, use shall be made of air and flow control, such as speed control, to enable operation to be controlled based on load.
      5. Gauges, sensors, and similar equipment for measuring temperature, humidity, etc., required for determining the state of air in each air-conditioning zone and improving air-conditioning efficiency shall be installed and systems such as building energy management systems (BEMS) shall be used to appropriately control air conditioning.
    2. For installing new water-heating facilities, measures shall be taken to allow operation in accordance with water-heating load change and to adopt local supply system in places with less hot water consumption, thus making effective use of energy based on hot-water related items stipulated in the Building Judgment Standards.
    3. For installing new air-conditioners, stoves, gas water heaters, kerosene water heaters, and gas cookers falling in the category of equipment consuming energy stipulated in Article 78-1 of Laws for Streamlining of Energy Use, the measures given below shall be taken.
      1. When installing new air-conditioners, those doing so shall consider use of equipment with standard cooling and heating average energy consumption efficiency for cases confined to cooling and heating and standard average cooling efficiency for cases confined to cooling exceeding the values stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Air-Conditioners (Japanese Ministry of International Trade and Industry Notification No. 190, 1999).
      2. For installing new stoves, those doing so shall consider use of a stove with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Stoves (Japanese Ministry of Economy, Trade and Industry Notification No. 432, 2002).
      3. When installing new gas water heaters, those doing so shall consider use of equipment with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Gas Water Heaters (Japanese Ministry of Economy, Trade and Industry Notification No. 434, 2002)
      4. When installing new kerosene water heaters, those doing so shall consider use of equipment with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Kerosene Water Heaters (Japanese Ministry of Economy, Trade and Industry Notification No. 435, 2002)
      5. When installing new gas cookers, those doing so shall consider use of equipment with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers For Improvement in Performance of Gas Cookers (Ministry of Economy, Trade and Industry Notification No. 433, 2002).
