3. Recovering and using waste heat
  • (1) Standards on recovering and using waste heat
    1. The waste heat of exhaust gas shall be recovered and used based on management standards implemented for the temperature of exhaust gas and the waste-heat recovery rate corresponding to facilities emitting exhaust gas.
    2. Management standards stipulated in 1) shall be implemented to decrease the temperature of exhaust gas and increase the waste-heat recovery rate based on the values for exhaust gas temperature and waste-heat recovery rate set forth in Attachment Table 3 (A).
    3. The waste heat of steam drains shall be recovered and used based on management standards implemented for temperature, quantity and property range of steam drains used to recover waste heat.
    4. Recovering and using sensible heat, latent heat, pressure, and combustible components of heated solids or fluids shall be recovered and used based on management standards implemented for the scope of recovery.
    5. Those doing so shall appropriately use the waste heat of exhaust gas, etc., based on the temperature of preheating of raw materials, etc., and during use of facilities, etc.

  • (2) Measuring and recording matters for waste heat
    • Management standards shall be implemented for measuring and recording matters required for determining the constituents of heat media emitting heat and waste heat and others during waste heat and to promoting its use, and such matters shall be regularly measured and results recorded based on standards.

  • (3) Maintenance and inspection of waste-heat recovery facilities
    • For equipment such as heat exchangers and waste-heat boilers for recovering and using waste heat (waste-heat recovery facilities), management standards shall be implemented for the maintenance and inspection of matters to maintain the efficiency of recovering and using waste heat, such as the removal of fouling from heating surfaces and repair and maintenance of leaks of heat media, and regular maintenance and inspection shall be conducted based on standards.

  • (4) Measures for installing new waste-heat recovery facilities
    1. For installing gas flues and pipes for transporting waste heat from facilities emitting waste heat to waste-heat recovery facilities, measures shall be taken to prevent incursions of air, reinforce thermal insulation, and otherwise maintain the temperature of waste heat high.
    2. For installing waste-heat recovery facilities, measures shall be taken to maximize the waste-heat recovery rate by improving the properties of the heating surface and increasing the area of heat transfer.
