4. Streamlining of heat conversion into power, etc.

4-1 Dedicated power generation facilities
(1) Management of dedicated power generation facilities
1. Gas turbines, steam turbines, and other facilities used solely for power generation (dedicated power generation facilities) shall be operated based on management standards implemented to enable high efficiency to be maintained. Where multiple dedicated power generation facilities are operated in parallel, management standards shall be implemented to ensure their appropriate allocation corresponding to changes in load accounting for features of individual equipment to increase overall efficiency.
2. For the operation of a thermal power plant capable of minimized pressure operation of the steam turbine under partial load, management standards on optimization shall be implemented and such operation implemented.

(2) Measurement and recording of matters for dedicated power generation facilities
- For dedicated power generation facilities, management standards for measuring and recording thermal efficiency shall be implemented, and regular measurement shall be conducted and results recorded based on standards.

(3) Maintenance and inspection of dedicated power generation facilities
- For use of dedicated power generation facilities, management standards on maintenance and inspection shall be implemented to maintain high thermal efficiency, and regular maintenance and inspection shall be conducted based on provisions.

(4)Measures for newly installing of dedicated power generation facilities
1. For installing new dedicated power generation facilities, appropriate consideration shall be given to past electricity demand and projected trends, and facilities of a suitable size and capacity shall be used.
2. For installing new dedicated power generation facilities, comparisons shall be made with the average reception end power generating efficiency of thermal dedicated power generation facilities in Japan and action taken to ensure that efficiency does not fall conspicuously below this level over the course of a year.
