5-2 Prevention of electrical loss due to resistance, etc.
  • (1) Management of reception and transformer facilities and distribution facilities
    1. For transformers and uninterruptible power equipment, management standards shall be implemented to maintain an appropriate demand factor, and the number of units in operation shall be adjusted and load allocated appropriately.
    2. Management standards shall be implemented for reducing distribution lines and improving distribution voltage by improving the arrangement of reception and transformer facilities and changing the method of distribution to minimize distribution loss.
    3. The power factor at the reception end shall basically be set to 90% or over and shall be improved through the installation of equipment such as power capacitors to increase the power factor at facilities or transformer facilities set forth in Attachment Table 4 (excluding equipment of a capacity of less than that stipulated in the table); provided, however, that this shall not apply to onsite auxiliary facilities at power plants.
    4. Power capacitors shall be managed based on management standards implemented to ensure operation or stoppage based on the operation or stoppage of facilities at which they are installed.
    5. In connection of single-phase load to a three-phase power source, management standards shall be implemented and followed to prevent imbalances in voltage.
    6. Management standards shall be implemented for the operation of facilities using electricity (electrical facilities), and operation shall be adjusted to equalize voltage at plants and maximum current minimized.
    7. Supply of electricity to electrical facilities shall be managed based on standards implemented for voltage and current etc., required for reducing electrical loss at reception and transformer facilities and distribution facilities corresponding to the type, operating status, and capacity of electrical facilities.

  • (2) Measurement and recording for reception and transformer facilities and distribution facilities
    • Management standards shall be implemented for measuring and recording electricity use at a plant and voltage, current, and other items required for reducing electrical loss at reception and transformer facilities and distribution facilities, and such items shall be regularly measured and results recorded based on standards.

  • (3) Maintenance and inspection of reception and transformer facilities and distribution facilities
    • Management standards shall be implemented for maintenance and inspection to maintain reception and transformer facilities and distribution facilities in good condition, and regular maintenance and inspection shall be conducted based on standards.

  • (4) Measures for new installation of reception and transformer facilities and distribution facilities
    1. For new installation of reception and transformer facilities and distribution facilities, appropriate consideration shall be given to past demand for electric power and projected trends, and the arrangement, distribution voltage and facility capacity of reception and transformer facilities shall be determined accordingly.
    2. For installing a transformer corresponding to the machine consuming energy specified in Article 78-1 of the Law for Streamlining of Energy Use, those doing so shall consider use of a transformer with standard energy consumption efficiency exceeding the value stipulated in the Standards for Judgment by Manufacturers For improvement in Performance of Transformers (Ministry of Economy, Trade and Industry Notification No. 438, 2003).
