II. Targets for streamlining of energy use and measures for systematic implementation
  • Enterprises shall observe standards stipulated in I, above, and work to achieve the following targets and measures insofar as technically and economically possible with the objective of reducing unit energy consumption at individual plants or enterprises by an annual average of at least 1% in the medium to long term. Unit energy consumption is defined as the value obtained by dividing energy consumption required for production by output in the industries specified in Article 4.1 of the Laws for the Streamlining Use of Energy Enforcement Ordinance (Government Ordinance No. 267, September 1979), and the value obtained by dividing energy consumption required for business by a value closely correlated with energy use, such as total floor area or other measure of the size of facilities used for business, in other industries. Enterprises must take systematic action from a medium to long-term perspective for implementing such measures as effectively as possible.
    Enterprises effectively use these measures and shall work on planned undertakings based on the long-and-medium term vision. Enterprises renting rooms or other facilities at places of business shall work to streamline energy use in collaboration with the leasing enterprise, and enterprises leasing rooms or other facilities at places of business shall work to develop arrangements to reflect results of such actions in the allocation of expenses relating to energy use to promote appropriate and effective streamlining of energy use by enterprises renting rooms or other facilities at places of business.

1. Matters for energy-consuming facilities, etc.
  • (1)Combustion facilities
    1. For combustion facilities, enterprises shall work to lower the air ratio to achieve the target air ratio specified in Attachment Table 1(B).
    2. Enterprises shall install combustion control equipment to control the air ratio based on air ratio management standards.
    3. Consideration shall be given to the use of combustion equipment such as burners suited to the combustion facility and fuel and adjustable for fuel feed and air ratio based on load fluctuations and state of combustion. If thermal efficiency could be improved by the renewal or installing burners with integrated heat exchangers, e.g., regenerative burners, consideration shall be given to the installation of such equipment.
    4. Consideration shall be given to the use of ventilators adjustable for airflow and pressure in the combustion chamber.
    5. Consideration shall be given to the installation of measuring equipment and use of computers for each combustion facility to effect precise combustion control in relation to fuel feed, temperature of exhaust gas generated as a result of combustion, residual oxygen in exhaust gas, etc., required to determine and improve the state of fuel combustion.
