6-2 Lighting facilities, elevators, office appliances, and consumer appliances
  • (4) Measures for new installation of lighting facilities, office appliances, and consumer appliances
    1. For new installation of lighting facilities, efficient use shall be made of energy based on matters on lighting facilities specified in Building Judgment Standards by implementing measures including those set forth in the items below.
      1. Consideration shall be given to energy-saving facilities, such as fluorescent lamps (Hf fluorescent lamps) using inverters in lighting circuits.
      2. Consideration shall be given to use of energy-saving facilities such as lighting equipment using high-efficiency lamps such as HID lamps.
      3. Lighting fixtures that are easy to maintain in cleaning and replacement of light sources, etc., shall be chosen and their location and installation shall be determined taking into account maintainability.
      4. Choice of lighting fixtures shall take into account both the light emitting efficiency of light sources, and overall lighting efficiency including the efficiency of lighting circuits and lighting fixtures and efficiency of illumination of lighted locations.
      5. Consideration shall be given to isolating circuits for lighting facilities in locations where use can be made of daylight from circuits for other lighting facilities.
    2. For new installation of lighting facilities, copying equipment, computers, magnetic disc units, television receivers, video tape recorders, electric refrigerators, electric freezers, electric lavatory seats, and vending equipment with fluorescent lamps only as the main light source that correspond to the equipment consuming energy stipulated in Article 78-1 of the Law for Streamlining of Energy Use, the following measures shall be taken.
      1. For installing lighting facilities with fluorescent lamps only as the main light source, those doing so shall consider use of the ones with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Lighting Facilities with Fluorescent Lamp only as Main Light Source (Ministry of International Trade and Industry Notification No. 191, 1999).
      2. For installing a new copying machine, those doing so shall consider use of equipment with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Copying Equipment (Ministry of International Trade and Industry Notification No. 193, 1999).
      3. For installing a new computer, those doing so shall consider use of a computer with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Computers (Ministry of International Trade and Industry Notification No. 194, 1999).
      4. For new installation of a magnetic disc unit, those doing so shall consider use of a unit with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Magnetic Disc Units (Ministry of International Trade and Industry Notification No. 195, 1999).
      5. For new installation of a television receiver, those doing so shall consider use of a TV receiver with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Television Receivers (Ministry of International Trade and Industry Notification No. 192, 1999).
      6. For new installation of a video tape recorder, those doing so shall consider use of equipment with standard energy consumption efficiency exceeding the value stipulated in Standard for Judgment by Manufacturers for Improvement in Performance of Video Tape Recorders (Ministry of International Trade and Industry Notification No. 196, 1999).
      7. For new installation of an electric refrigerator, those doing so shall consider use of a refrigerator with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Electric Refrigerators (Ministry of International Trade and Industry Notification No. 704, 1999).
      8. For new installation of electric freezer, those doing so shall consider use of a freezer with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Electric Freezers (Ministry of International Trade and Industry Notification No. 705, 1999).
      9. For new introduction of electric lavatory seats, those doing so shall consider use of lavatory seats with standard energy consumption efficiency exceeding the value stipulated in Standards for Judgment by Manufacturers for Improvement in Performance of Electric Lavatory Seats (Ministry of Economy, Trade and Industry Notification No. 436, 2002)
      10. For new installation of a vending machine, those doing so shall consider use of equipment with standard energy consumption efficiency exceeding the value specified in Standards for Judgment by Manufacturers for Improvement in Performance of Vending Machine (Ministry of Economy, Trade and Industry Notification No. 437, 2002).
