Standards for Judgment by Enterprises Regarding
Rationalization of
Energy Use at Plants and Business Establishments
(Ministry of Economy, Trade and Industry Notification No. 4, Jan. 10, 2003)

3. Prevention of loss of heat due to thermal radiation and conduction, etc.
(1) Thermal insulation standards
  1) Pipes and other facilities for transporting heat media and process fluids and facilities for heating, etc. (“heat-using facilities”) shall be thermally insulated as provided for in JIS A9501 Heat and Cold Insulation Construction Standards and related standards.
  2) In the case of the new construction of an industrial furnace from the hearth, insulation measures shall be taken to increase the insulation efficiency of the furnace wall in accordance with the external temperature of the furnace wall stipulated in Attached Table 2(A). (In the case of intermittently operating furnaces and industrial furnaces operated for not more than 12 hours per day whose internal temperature is at least 500°C, the furnace wall external temperature specified in Attached Table 2(A) must be achieved or at least 70% of the area of the furnace wall interior must be composed of insulating material with a weighted average powder density of not more than 1.0). Thermal insulation work meeting the furnace wall external temperature requirements specified in Attached Table 2(A) shall also be performed on existing industrial furnaces where such work can be implemented.

(2) Measurement and recording of heat loss
  Management standards shall be established regarding the measuring and recording of the furnace wall external temperature, heated object temperature, exhaust gas temperature and other matters necessary to determining the state of heat loss and improving heat loss, and such matters shall be regularly measured and analyses performed of the heat balance based on the results and the results recorded in accordance with said standards.

(3) Maintenance and inspection of heat use facilities
  1) Management standards shall be established regarding the maintenance and inspection of measures implemented to prevent heat loss from heat use facilities, such as heat insulation work, and regular maintenance and inspections shall be performed in accordance with said standards.
  2) Management standards shall be established regarding maintenance and inspections to prevent leakage of steam due to defective operation, etc. of steam traps, and regular maintenance and inspections shall be performed in accordance with said standards.

(4) Measures regarding the fresh installation of heat-using facilities
  1) In the case of the fresh installation of heat-using facilities, insulation efficiency shall be increased by such measures as increasing the thickness of insulating materials, using insulating materials with a low coefficient of thermal conductivity, and duplication of thermal insulation. Where fire-resistant thermal insulating materials are used, bricks shall comply with JIS R2611 Insulating Firebricks and related standards, and materials other than bricks shall have an equal or greater fireproofing insulating performance.
  2) In the case of the fresh installation of heat-using facilities, heat loss due to diffusion and inflow and outflow of air via the apertures of heat-using facilities shall be prevented by such means as reduction or sealing of apertures, installation of double doors, and blockage of air flows from the interior.
  3) In the case of the fresh installation of heat-using facilities, the radiation area shall be reduced by such means as rationalization of the routing of pipes for transporting heat media.
