Holding of 4th online meeting relating to energy conservation support with Malaysia

Under the instruction and financial support of the Ministry of Economy, Trade and Industry (METI), the Energy Conservation Center, Japan (ECCJ) is also developing the bilateral energy conservation cooperation project with Malaysia in the current fiscal year. As the coronavirus pandemic has made the overseas dispatch of experts and invited training in Japan difficult for the moment, discussions until now relating to the details of the current fiscal year’s support project have been held three times as online meetings. On November 6, 2020, a fourth online meeting was held with representatives of Malaysia’s Ministry of Energy and Natural Resources and other organizations, in which discussions were held on the contents of the online training in December and the key points for holding an online seminar in February next year, which will form the main part of the support activities to be held in this fiscal year.
1. Meeting participants
(1) Malaysian side: Two persons from the Ministry of Energy and Natural Resources (MENR), two persons from the Sustainable Energy Development Authority (SEDA), and two persons from the Energy Commission (EC)
(2) Japan side (ECCJ International Cooperation Division): Eight persons (including one person from the Tokai Branch)
2. Online training
Targeting the planned lecturers in heat-related fields for the Type 2 qualified energy manager training that is to be newly created, together with the persons responsible for developing the systems, training is to be conducted for the required time consisting of two-hour periods in the mornings and afternoons on a total of four days on December 2 and 3 and December 9 and 10, 2020. Regarding this training, the following contents were confirmed and discussions were held.
(1) Number of trainees: In response to the application guidance which stated a maximum of 15 persons, 14 trainees were proposed by nine institutions. As there were requests for a few additional names, ECCJ accepted that the training could also be held online.
(2) Lecture items: The lecture details are to focus on heat-related energy management including details of Japanese energy management systems and energy audits, and an image of the lectures was shared by providing a detailed list of each of the lecture items. Additionally, for reference an overview was shown of the Japanese energy management training course heat and electricity programs, and it was indicated that the heat management training this time would also be according to these programs.
(3) The training program representative institution’s logo and the person on the Malaysian side giving the greetings at the beginning and end of the lectures were confirmed.
3. Pilot Project online seminar
The Pilot Project was intended to provide support for building enegy management systems which also included heat energy. However, as the coronavirus pandemic has made it difficult to make overseas visits in the current fiscal year, it was planned at the previous meeting to implement an online seminar in February next year that would introduce the project details to interested companies. Accordingly, this time an overview of the seminar and the seminar key points were introduced and discussions were held.
(1) Number of participating companies and specifications: Four or five companies. As far as possible these companies should be at the designated business operator level, they should also be capable of making certain amounts of investment, and should each be selected from different business sectors.
(2) Seminar date and required time: Half-day period in the middle of February next year
4. Next online meeting
It was planned that a meeting with the topics of reviewing the December training and confirming the details of the February seminar should be held on mid January next year.
