ECCJ conducted the online lecture-style training for CSM trial run AJEEP Scheme 4 in FY 2025

The Energy Conservation Center, Japan (ECCJ), entrusted by the Agency for Natural Resources and Energy, conducted the final online Lecture-style Training session for the CSM* Trial Run as part of the AJEEP Scheme 4 Energy Efficiency & Conservation Capacity Building project for ASEAN in FY2025. This training was held over five days from Monday, November 17 to Friday, November 21, 2025, targeting personnel involved in energy conservation policy, systems, and training from the governments of the 10 ASEAN countries, as well as aspiring ASEAN Energy Management Professionals.
1. Purpose: Establishing the standard Energy Manager certification training modules (SAEMAS* CSM) common to the ASEAN region, one of the major challenges of AJEEP Scheme 4, has been promoted under a four-year plan starting in fiscal year 2022. Over the past three years, ECCJ has worked with the SAEMAS WG and ACE* from the 10 AMS countries to develop these modules.This final year involves conducting trial runs of all three training components comprising the completed CSM online. Energy manager training stakeholders and government officials from ASEAN countries will evaluate the CSM training texts and operational methods according to the format developed by ECCJ, submit reports, and participate in discussions at the January workshop next year to finalize the CSM. Additionally, aspiring Energy Managers aiming for ASEAN EMP* certification, primarily from the four countries without established systems, participate in the training, we will conduct evaluations from the trainees’ perspective while also performing certification assessments.
2. Participants: For the CSM Trial Run overall, 37 evaluations and 34 trainees registered, totaling 68 participants (3 of whom participated in both roles). However, over the 5 days, a total of 187 individuals participated in this training. As trainees, 28 individuals from 8 countries and 1 organization participated.
3. Training Overview and Results:
(1) As the third phase of the CSM Trial Run, ECCJ led a four-day online lecture program covering energy management (with ACE* sharing lecture duties), thermal technology, and electrical technology, incorporating some audio-visual materials.
(2) The trainees participated very diligently for all five days and took a two and a half hour exam on the fifth day. The results were excellent, with 26 out of 28 trainees scoring 60 points or higher and passed.
(3) Evaluators will compile assessment results in each country and submit them by December 8th. These will be discussed at the next January workshop.
(4) As part of the CSM Trial Run, the second phase—the energy audit report and its presentation evaluation—remains pending. This will be completed by the end of December. The overall pass/fail determination is scheduled for late December, with ASEAN EMP certification planned for early January next year.
