ECCJ held the wrap-up meeting for the Trial Run of the CSM & AM under the AJEEP Scheme 4 in FY2025

The Energy Conservation Center, Japan (ECCJ), commissioned by the Agency for Natural Resources and Energy, conducted the wrap-up meeting on the training and evaluation result for the CSM*1 and AM*2 trial runs as the final activity of the AJEEP Scheme 4 energy conservation capacity building project for ASEAN in FY2025. The meeting was held online on February 2, 2026, with government officials from ASEAN countries, representatives from Energy Manager Training Institutes, and participants from both trial runs.

1. Background and Purpose: Under AJEEP Scheme 4, we have been promoting the development and establishment of ASEAN Common Standard Module (CSM) and Advanced Module (AM) to cultivate Energy Efficiency & Conservation and Carbon Neutrality (CN) personnels through a four-year plan starting in FY2022. Over the past three years, ECCJ has provided technical support for this purpose to the SAEMAS*3 Working Group and ACE*4 across the 10 AMS countries. The fourth and final year in FY2025, we conducted the completed CSM and AM training trials, either by online or in person training in Japan. The trainees underwent the certification assessments, while government officials, energy manager training stakeholders, and participants from ASEAN countries evaluated the training materials and operational methods and submit the evaluation reports. The content of these reports was reviewed at this wrap-up meeting, and the discussions were exchanged to finalize the CSM and AM.
2. Participants: 40 participants, primarily those involved in the CSM and AM trial run from the 9 ASEAN countries and ACE, participated by online. 11 participants attended from ECCJ.
3. Meeting Summary and Results:
(1) Results of the CSM trial run were reported by ACE and ECCJ and discussed. Training outcomes showed that 25 participants who completed all subjects, passed two exams and energy audit reports, and were certified as ASEAN EMP*5. Evaluators from each country assessed the program across six perspectives, providing generally favorable evaluations while also presenting plans for introducing and applying CSM tailored to their respective national contexts.
(2) Results from the AM trial run were also reported and discussed by ACE and ECCJ. 12 individuals selected via AAT*6 participated in CN-related lectures, exercises, site visits, and examinations, with all passing and subsequently certified as ASEAN S-EMP*7. The evaluation included feedback on lecture content will be reviewed and finalized later.
(3) Following the comparison of the training content for Energy Manager Certification in the 6 countries where the system is established and the 4 countries preparing for it with the CSM, ECCJ proposed the deemed certification and the required supplemental modules for ASEAN countries and gained the agreement on the ASEAN EMP application. The certified energy managers from Singapore and Thailand, where the training system is more advanced, were deemed to have cleared the CSM. This will establish a foundation for certifying more ASEAN EMPs going forward.
4. Way Forward: We will proceed to finalize the training text and report this summary at the AJEEP Post & Summary Meeting to be held in Jakarta on the 4th & 5th of March 2026.
