ECCJ held the online Practical Hands-on Training for the 2025 ASEAN AJEEP Scheme 4 CSM Trial Run

Under the entrustment of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) held the practical hands-on training program from Sep.25 to 29, 2025, as the first phase of CSM* trial run of the FY2025 AJEEP Scheme 4 for ASEAN EE&C Capability Building. The training program targeted government officials of the ten ASEAN member states engaged in energy conservation policies, systems, and Energy Manager training programs, as well as aspiring Energy Managers.

1. Purpose: The development of Common Standard Module of Sustainable ASEAN Energy Management Accreditation Scheme (SAEMAS* CSM) for ASEAN, one of the major challenges under AJEEP Scheme 4,has been implemented under a four-year plan from FY2022. Over the past three years, ECCJ has worked on this with the SAEMAS Working Group (WG) of the 10 ASEAN Member States (AMS).
This final year involves conducting a full online trial run of the three completed CSM training modules. Energy management training stakeholders and government officials from ASEAN countries will evaluate the CSM training texts and operational procedures according to the format developed by ECCJ, submit reports, and participate in discussions at the January workshop next year to finalize the CSM.
Simultaneously, we will invite aspiring Energy Managers aiming for the ASEAN EMP* certification, particularly from the four countries without established systems, to participate in the training and provide evaluations from their perspective.

2. Participants: For the CSM Trial Run overall, 37 evaluators and 34 trainees were registered, totaling 68 participants (3 participated in both roles). Over the three days, a total of 122 participants attended the training. In addition, 11 from ECCJ attended.

3. Overview of the training program and results
(1) As the first implemetation of the CSM Trial Run, a three-day Practical Hands-on Training was conducted through the video using the Mini-Plant training facility of Thailand’s Ministry of Energy.
(2) This video is an edited recording of the three-day practical training conducted in Thailand as part of the AJEEP Scheme 2 TOT ( training of trainers ) that was held online in FY2021. It covers training equipment for pumps, fans, compressors, combustion furnaces, steam traps, lighting, and air conditioning. The video consists of 12 segments, including lectures for each type of equipment, data acquisition demonstrations using the equipment, measurement and energy audit demonstrations, heat balance lectures, and the use of simulation software. It was confirmed that these materials can be effectively utilized as practical training materials for SAEMAS CSM, even in countries that do not have these types of equipment.
(3) The 27 trainees took a 1.5-hour online exam, with 17 passing. Two trainees who could not take the exam that day were tested later, bringing the total number of passers to 19.
(4) The evaluation results, including those from subsequent training programs, are to be compiled by each country and submitted by Dec. 1.
(5) As part of the ongoing CSM Trial Run, an energy audit practice will be conducted on Sep. 30.
