ECCJ conducted the Online Audit Practice for AJEEP Scheme 4 CSM Trial Run in FY2025

The Energy Conservation Center, Japan (ECCJ), entrusted by the Agency for Natural Resources and Energy, conducted the second phase of the AJEEP Scheme 4 CSM* Trial Run on Monday, September 30, 2025. This initiative, part of the FY2025 Energy Efficiency and Conservation Capacity Building Project for ASEAN, targeted personnel involved in the energy conservation policy, energy management training from the governments of the 10 ASEAN countries and aspiring Energy Manager.

1. Purpose: The development of a standard Energy Manager certification training curriculum (SAEMAS* CSM) common to the ASEAN region, a major challenge under AJEEP Scheme 4, has been advanced under a four-year plan starting in fiscal year 2022. Over the past three years, ECCJ has worked on this with the SAEMAS Working Group (WG) of the AMS 10 countries.This final year involves conducting a full online trial run of the three completed CSM training modules. Energy management training stakeholders and government officials from ASEAN countries will evaluate the CSM training texts and operational methods according to the format created by ECCJ and submit reports. These will be reviewed and discussed at the January workshop next year to finalize the CSM. Additionally, aspiring Energy Managers aiming for ASEAN EMP* certification, particularly from the four countries without established systems, participate in the training to provide evaluations from their perspective.

2. Participants: For the overall CSM Trial Run, 37 evaluators and 34 trainees registered, totaling 68 participants (3 participated in both roles). For this practice, 11 evaluators and 28 trainees participated. Three participants were from ECCJ.

3. Practice Overview and Results:
(1) As the second inphase of the CSM Trial Run, we commenced the Energy Audit Practice session. This involved reviewing two related lectures (“Energy Audit Practice” and “Viewpoint of Energy Audit”) and confirming the trainees’ energy audit.
(2) For the two lectures:”Energy Audit Procedure” was delivered as a live online lecture by an ECCJ instructor using PowerPoint slides, while “Viewpoints of Energy Audit” was presented as a pre-recorded video. This video featured the notes written in the footer margin of each PowerPoint slide page read aloud. We confirmed that both lectures could be viewed without issues.This material will be provided as self-study resources for future use in ASEAN countries, enabling trainees to study anytime without an instructor. Participants were also provided with reference copies of the “Energy Conservation Guidebooks” for factories and buildings developed by ECCJ.
(3) Among the trainees, 20 out of 28 had already developed an energy audit plan, including confirmation a few days later. Of these, 5 were for factories and 15 for buildings.
(4) For those finding it difficult to identify a energy audit site, it was announced that a Virtual Energy Audit Case would be provided, with a grace period of about one week after this practice day for consideration. Following requests from 8 participants, a case study for either a factory or a building was provided to the relevant individuals on October 10.
(5) Trainees began their energy audits early in October, submit their audit reports by the end of November, and present their Energy Audit Reoirts in December. These presentations will be evaluated by the ECCJ. Based on this evaluation, combined with the results from the other two training programs, a comprehensive assessment will be conducted to determine eligibility for the ASEAN EMP.
(6) Evaluators for the energy audit practice will not conduct energy audit themselves, but they may view the trainees’ online presentations if they wish.
