ECCJ conducted the presentatoin session of energy audit report on AJEEP Scheme 4 CSM trial run in FY2025

The Energy Conservation Center, Japan (ECCJ), entrusted by the Agency for Natural Resources and Energy, has been conducting the AJEEP*1 Scheme 4 energy efficiency and conservation capacity building project for ASEAN in FY 2025.The final activity, the Energy Audit Results Presentation Session, was conducted sequentially for each of the 25 ASEAN Energy Management Professional applicants from the 10 ASEAN countries over three days from Friday, December 12, 2025, to Tuesday, December 16, 2025. Evaluations were performed for each participant, and the CSM Trial Run was completed with an overall assessment.

1. Purpose: Establishing a standard energy manager certification training program (SAEMAS*3 CSM) common across ASEAN, one of the major challenges of AJEEP Scheme 4, has been promoted under a four-year plan starting in fiscal year 2022. Over the past three years, ECCJ has worked with the SAEMAS WG and ACE*4 from the 10 AMS countries to develop this program.This final year involves conducting trial runs of all three training components comprising the completed CSM online. Energy manager training stakeholders and government officials from ASEAN countries evaluate the CSM training materials and operational methods according to the format developed by ECCJ and submit reports. These will be reviewed and discussed at a workshop in January next year to finalize the CSM. Additionally, aspiring Energy Manager aiming for ASEAN EMP*5 certification, primarily from the four countries without established systems,are invited to participate as trainees and undergo certification assessment.

2. Participants: For the overall CSM Trial Run, 34 trainees registered. However, for this final Energy Audit Report Presentation Session, a total of 25 participants attended from 8 countries (excluding Indonesia and Singapore) and ACE. Additionally, 3 evaluators participated to review the content of their respective country’s reports.

3. Presentation of Energy Audit Report Session Overview and Results:
(1) Positioned as the second phase of the CSM Trial Run, the energy audit practice commenced in October after online lectures on energy audit procedures and confirmation of participants’ energy audit plans in late September. Where finding actual energy audit proved difficult, ECCJ provided virtual energy audit cases to interested participants to ensure all attendees could conduct an energy audit.
(2) Energy audit was conducted from October to the end of November, with reports due by early December. Individual 15-minute presentation sessions were scheduled from December 12th to 16th.
(3) Twenty-nine individuals were registered at the start of the energy audit, but based on subsequent progress, 25 ultimately remained, submitting reports and participating in the sessions.
(4) Trainees not only worked individually but also reported results from energy audit conducted as workplace energy audit teams, demonstrating a noticeable momentum for actively promoting the assessments.
(5) The evaluation of the 25 energy audit reports and presentation results showed that while many participants struggled with quantitatively presenting energy savings effects, the reports were generally well-structured and followed the format provided by ECCJ, including radar chart displays of energy management status.
(6) Based on the evaluation results of this energy audit practice, combined with the examination scores from the two previous practical EM training sessions and Lecture-style training, all 25 participants who remained in the energy audit phase passed the CSM Trial Run and become eligible for the ASEAN EMP certificate.
(7) Evaluators’ assessments for the CSM Trial Run are currently being compiled by each country. These results are expected to be available by late December and will be discussed alongside the AM Trial Run results during an online workshop in January next year.
