Perovskite introduction plan: Over 90,000 kW across public and private sectors / Survey by the Ministry of the Environment

On September 12, the Ministry of the Environment released the results of a survey regarding perovskite solar cells.
Responses from 148 private sector and local government entities indicated planned installations totaling 90,470 kW after fiscal year 2027. Thirty-six percent of companies and 39% of local governments reported plans or consideration for adoption.

The Ministry of the Environment announced this at the inaugural meeting of the Implementation Acceleration Liaison Council for Expanding Next-Generation Solar Cell Adoption and Strengthening Industrial Competitiveness, held the same day by the Ministry of Economy, Trade and Industry (METI). This council was established to facilitate practical information sharing among representatives from local governments, private sector consumers, and manufacturers. It will meet irregularly, with the next meeting date undecided.

The Ministry of the Environment conducted the survey through subsidy execution agencies in May and June. Responses were received from 44 private companies and 104 local governments. Aggregated demand projections were 828kW for FY2025, 1,728kW for FY2026, and 90,470kW for FY2027 onwards.

Looking at the breakdown, local governments led demand in the first two years at 678 kW and 1,020 kW. Demand dropped to 420 kW in FY2015 and beyond, with the private sector accounting for almost all of it. The government has set a target of achieving 20 million kW by 2030.
