Energy Use at Plants and Business Establishments

4. Recovery and use of waste heat
(1) Standards on recovery and use of waste heat
  1) The waste heat of exhaust gas shall be recovered and used in accordance with management standards established regarding the temperature of exhaust gas and the waste heat recovery rate corresponding to the facilities emitting exhaust gas.
  2) The management standards stipulated in 1) shall be established to decrease the temperature of exhaust gas and increase the waste heat recovery rate based on the values for exhaust gas temperature and waste heat recovery rate set forth in Attached Table 3(A).
  3) The waste heat of steam drains shall be recovered and used in accordance with management standards established regarding the temperature, quantity and property range of the steam drains used to recover waste heat.
  4) The recovery and use of the sensible heat, latent heat, pressure and combustible components of heated solids or fluids shall be recovered and used in accordance with management standards established regarding the scope of recovery.
  5) Efforts shall be made to make appropriate use of the waste heat of exhaust gas, etc. according to the temperature of preheating of raw materials, etc. and conditions of use of facilities, etc.

(2) Measuring and recording of matters regarding waste heat
  Management standards shall be established regarding the measurement and recording of matters necessary to determining the constituents of heat media emitting heat and waste heat and other conditions of waste heat and to promoting its use, and such matters shall be regularly measured and the results recorded in accordance with said standards.

(3) Maintenance and inspection of waste heat recovery facilities
  Regarding equipment such as heat exchangers and waste heat boilers for recovering and using waste heat (“waste heat recovery facilities”), management standards shall be established regarding the maintenance and inspection of matters to maintain the efficiency of recovery and use of waste heat, such as the removal of fouling from heating surfaces and repair and maintenance of leaks of heat media, and regular maintenance and inspections shall be performed in accordance with said standards.

(4) Measures regarding the fresh installation of waste heat recovery facilities
  1) In the case of installation of gas flues and pipes for transportation of waste heat from facilities emitting waste heat to waste heat recovery facilities, measures shall be taken to prevent incursions of air, reinforce thermal insulation and otherwise maintain the temperature of waste heat at a high level.
  2) In the case of installation of waste heat recovery facilities, measures shall be taken to raise the waste heat recovery rate by such means as improving the properties of the heating surface and increasing the area of heat transfer.
