Energy Use at Plants and Business Establishments

5. Rationalization of heat conversion into power, etc.

5-1 Dedicated power generation facilities
(1) Management of dedicated power generation facilities
  1) Gas turbines, steam turbines and other facilities used solely for the purpose of power generation (“dedicated power generation facilities”) shall be operated in accordance with management standards established to enable high-efficiency operation to be maintained. Further, where multiple dedicated power generation facilities are operated in parallel, management standards shall be established to ensure their appropriate allocation corresponding to changes in load taking into account the features of individual items of equipment so as to increase overall efficiency.
  2) In the case of the operation of a thermal power plant capable of reduced pressure operation of the steam turbine under partial load, management standards on optimization shall be established and such operation effected.

(2) Measurement and recording of matters regarding dedicated power generation facilities
  In the case of dedicated power generation facilities, management standards regarding the measurement and recording of thermal efficiency shall be established, and regular measurements shall be performed and the results recorded in accordance with said standards.

(3) Maintenance and inspection of dedicated power generation facilities
  In the case of use of dedicated power generation facilities, management standards on maintenance and inspection shall be established to maintain high thermal efficiency, and regular maintenance and inspections shall be performed in accordance with said provisions.

(4) Measures regarding fresh installation of dedicated power generation facilities
  1) In the case of the fresh installation of dedicated power generation facilities, proper consideration shall be given to past electricity demand and future trends, and facilities of a suitable size and capacity shall be adopted.
  2) In the case of the fresh installation of dedicated power generation facilities, comparisons shall be made with the average receiving end power generating efficiency of thermal dedicated power generation facilities and action taken to ensure that efficiency does not fall conspicuously below this level over the course of a year.


5-2 Cogeneration facilities
(1) Management of cogeneration facilities
  1) Management standards shall be established for the management of multiple boilers, gas turbines, steam turbines, gas engines, diesel engines and similar equipment used by cogeneration facilities to increase overall efficiency according to changes in load so that sufficient use is made of heat and electric power generated.
  2) Where use is made of bleed-gas turbines or back-pressure turbines for cogeneration facilities, management standards shall be established regarding the minimum tolerable value of extraction pressure for bleed-gas turbines or back pressure for back-pressure turbines and these implemented.

(2) Measurement and recording of matters regarding cogeneration facilities
  1) In the case of boilers, gas turbines, steam turbines, gas engines, diesel engines and similar equipment used for cogeneration facilities, management standards shall be established regarding the measurement and recording of thermal efficiency according to changes in load, and regular measurements shall be made and the results recorded in accordance with said standards.
  2) In the case of the operation of bleed-gas turbines or back-pressure turbines at a pressure close to the minimum tolerable extraction pressure or back pressure, management standards shall be established regarding the measurement and recording of matters including operating time, inlet pressure, extraction pressure or back pressure, outlet pressure and steam feed, and such matters shall be regularly measured and the results recorded in accordance with said standards.
 
(3) Maintenance and inspection of cogeneration facilities
  In the case of cogeneration facilities, management standards regarding the maintenance and inspection to maintain high thermal efficiency shall be established, and regular maintenance and inspections shall be performed in accordance with said standards.

(4) Measures regarding fresh installation of cogeneration facilities
  In the case of the fresh installation of cogeneration facilities, proper consideration shall be given to past demand for heat and electric power and future trends to verify that sufficient use can be made of waste heat and electric power over the year as a whole, and cogeneration facilities of a suitable scale and capacity shall be established.
