In the case
of transformers, management standards shall be established to maintain
an appropriate demand factor, and the number of units in operation
shall be adjusted and load allocated appropriately |

Management standards
shall be established regarding reducing distribution lines and improving
distribution voltage by improving the arrangement of receiving and
transforming facilities and changing the method of distribution in
order to reduce distribution loss. |

The power factor
at the receiving end shall be increased through the installation of
equipment such as condensers or capacitors to increase the power factor
at the facilities set forth in Attached Table 4 (excluding equipment
of a capacity of less than that stipulated in said table) or transforming
facilities; provided, however, that this shall not apply in the case
of onsite auxiliary facilities at power plants. |

Power capacitors
shall be managed in accordance with management standards established
to ensure operation or cessation of operation in accordance with the
operation or cessation of operation of the facilities at which they
are installed |

In the event
of connection of single-phase load to a three-phase power source,
management standards shall be established and followed to prevent
imbalances in voltage. |

6) |
Management standards
shall be established regarding the operation of facilities using electricity
(electricity-using facilities), and operation shall be
adjusted to equalize voltage at plants and maximum current reduced |

7) |
Supply of electricity
to electricity-using facilities shall also be managed in accordance
with standards established regarding voltage and current and other
matters necessary to reducing electrical loss at receiving and transforming
facilities and distribution facilities corresponding to the type,
operating status and capacity of electricity-using facilities. |
