Standards for Judgment by Enterprises Regarding
Rationalization of
Energy Use at Plants and Business Establishments
(Ministry of Economy, Trade and Industry Notification No. 4, Jan. 10, 2003)

7. Rationalization of conversion of electricity into power, heat, etc.

7-1 Electrically-powered facilities and electric heating facilities, etc.
(1) Management of electrically-powered facilities and electric heating facilities, etc.
  1) In the case of electromotive power application facilities, management standards shall be established taking into account the relationship with initial power so as to reduce electrical loss due to idle operation of motors, and operation shall be suspended when not required.
  2) Where use is made of multiple motors, management standards shall be established to maintain the demand factor of each motor at an appropriate level, and the number of units in operation and load shall be allocated appropriately.
  3) In the case of fluid machinery such as pumps, fans, blowers and compressors, management standards shall be established, and delivery feed and pressure shall be adjusted appropriately and motor load reduced through control of number of units, change of speed, change of piping, impeller reduction and control of speed in accordance with revisions in pressure and discharge on the side of use.
  4) Management standards shall be established for induction furnaces, arc furnaces and resistance furnaces, and the thermal efficiency thereof shall be increased by improving the method of loading of heated objects.
  5) Electrodes of an appropriate shape and with appropriate characteristics shall be used for electrolysis facilities, and matters including the distance between electrodes, concentration of electrolyte and contact resistance of the conductor shall be managed in accordance with appropriate management standards to increase electrolytic efficiency.
  6) Use of electric power shall be managed in accordance with management standards established regarding voltage, current and other matters necessary to reducing electrical loss for each electricity-using facility, such as electrically-powered facilities and electric heating facilities, etc.

(2) Measurement and recording of matters regarding electrically-powered facilities and electrical heating facilities, etc.
  In the case of facilities such as electrically-powered facilities and electrical heating facilities, management standards shall be established regarding the measurement and recording of voltage, current and other matters necessary to reducing electrical loss, and such matters shall be regularly measured and the results recorded in accordance with said standards.

(3) Maintenance and inspection of electrically-powered facilities and electrical heating facilities, etc.
  1) In the case of electrically-powered facilities, management standards shall be established regarding maintenance and inspection to reduce the mechanical loss of load machinery (defined as machinery comprising the load of electrical motors; the same hereafter), drive train parts and electrical motors, and regular maintenance and inspections shall be performed in accordance with said standards.
  2) In the case of pumps, fans, blowers, compressors and other fluid machinery, management standards shall be established regarding maintenance and inspections to prevent leakage of fluid and reduce the resistance of pipes transporting fluid, and regular maintenance and inspections shall be performed in accordance with said standards.
  3) In the case of electrical heating facilities and electrolysis facilities, management establishments shall be established regarding maintenance and inspection to reduce the resistance loss of parts such as wiring connections and switch connections, and regular maintenance and inspections shall be performed in accordance with said standards.

(4) Measures regarding fresh installation of electrically-powered facilities
  In the case of the fresh installation of electrically-powered facilities expected to be used under conditions of constant large load fluctuation, facilities shall be configured to enable operation to be easily adjusted according to load fluctuations.

7-2 Lighting facilities, elevators and office appliances
(1) Management of lighting facilities, elevators and office appliances
  1) Lighting facilities shall be used in accordance with management standards established in accordance with JIS Z9110 Lighting Standards and related standards. Excessive and unnecessary use of lighting shall also be eliminated through dimming and extinguishing of lighting through proper lighting control
  2) In the case that the number of elevators in operation can be controlled, such control shall be appropriately effected according to the conditions of use.
  3) Office appliances shall be powered off as appropriate when not required.

(2) Measurement and recording of matters regarding lighting facilities
  In the case of lighting facilities, management standards shall be established regarding the measurement and recording of illumination in lighted workplaces, and regular measurements shall be performed and the results recorded in accordance with said standards.

(3) Maintenance and inspection of lighting facilities, elevators and office appliances
  1) In the case of lighting facilities, management standards shall be established on maintenance (e.g. regarding cleaning of lighting appliances and light sources and replacement of light sources), and regular maintenance and inspections shall be performed in accordance with said standards.
  2) In the case of elevators, management standards shall be established on maintenance and inspection to reduce the mechanical loss of equipment acting as a load on motors, drive train parts and electric motors, and regular maintenance and inspections shall be performed in accordance with said standards.
  3) Office appliances shall be regularly maintained and inspected as necessary.

(4) Measures regarding fresh installation of lighting facilities
  In the case of fresh installation of lighting facilities, efficient use shall be made of energy in accordance with the matters on lighting facilities specified in the Building Judgment Standards by implementing measures including those set forth in the following items.
  1) Consideration shall be given to energy-saving facilities, such as fluorescent lamps (Hf fluorescent lamps) utilizing inverters in lighting circuits.
  2) Consideration shall be given to use of energy-saving facilities such as lighting equipment using high-efficiency lamps such as HID lamps.
  3) Lighting fixtures that are easy to maintain (in terms of cleaning and replacement of light sources, etc.) shall be chosen and their location and method of installation shall be determined taking into account maintenability.
  4) Choice of lighting fixtures shall take into account not only the light emitting efficiency of light sources, but also overall lighting efficiency including the efficiency of lighting circuits and lighting fixtures and efficiency of illumination of lighted locations.
  5) Consideration shall be given to isolating circuits for lighting facilities in locations where use can be made of daylight from circuits for other lighting facilities.
