Observation of on-site energy conservation audits and discussion of the results in “TOT under Qualified Energy Manager Training Projects” in Brunei Darussalam and Singapore
Under the instruction and financial support of the Ministry of Economy, Trade and Industry (METI) (in the project for contributing to the rational use of energy in developing nations and the EE&C capacity building program), the Energy Conservation Center, Japan (ECCJ) observed and provided guidance for energy conservation audits implemented at a biotechnology plant and a livestock feed manufacturing plant in Brunei Darussalam on December 3 and at a precision machine processing plant and a corrugated cardboard manufacturing plant in Singapore on December 5, 2019 as part of the training of trainers (TOT) under the AJEEP (ASEAN-Japan Energy Efficiency Partnership) Scheme 2 Qualified Energy Manager Training Project.
(1) ECCJ observed the energy conservation audits at a biotechnology plant and a livestock feed manufacturing plant in Brunei Darussalam.
(2) ECCJ observed the energy conservation audits at a precision machine processing plant and a corrugated cardboard manufacturing plant in Singapore.
(3) ECCJ visited the Brunei Darussalam Ministry of Energy, Manpower and Industry, where they confirmed the details and held discussions regarding the First Qualified Energy Manager Training Workshop.

(1) At the biotechnology plant in Brunei Darussalam, a walk-through was implemented because the plant incorporated many trade secrets. At the livestock feed plant, data collection was made at the starting stage, and it was intended that the audit would be held over several more days.
(2) Because the precision machine processing plant in Singapore included many areas where entry was permitted only to authorized personnel, the audit was mainly implemented on the utilities surrounding the plant. Since an overview of the audit report had already been completed, the audit was implemented mainly to confirm this overview. At the corrugated cardboard manufacturing plant, data collection was made energetically even though the decision to implement the audit had been made immediately beforehand, so the implementation of further activities can be anticipated in the future.
(3) ECCJ visited the Brunei Darussalam Ministry of Energy, Manpower and Industry, where they confirmed details and held discussions regarding the First Qualified Energy Manager Training Workshop that had been held in September. The AJEEP Scheme 2 contents had been reflected in the curriculum. Going forward, support will be enhanced in order to develop the qualified energy manager system.
