Holding of the inception meeting of the FY2021 energy conservation support project for ASEAN countries

Under the instruction and financial support of the Agency for Natural Resources and Energy, the Energy Conservation Center, Japan (ECCJ) held the current fiscal year’s ASEAN-JAPAN Energy Efficiency Partnership (AJEEP) Inception Meeting in an online format during the two-day period of July 26 and 27, 2021. At the meeting, ECCJ gave explanations of the project plans and details of the activities to be conducted and held discussions with each country regarding the details of the projects to be implemented in the current fiscal year. The following items were confirmed.
(1) Scheme 2 (multilateral dispatch of experts) will continue the projects in the sixth year of the training of trainers (TOT) program for developing the qualified energy managers.
(2) Scheme 3 (capacity building on legal and regulatory frameworks for EE&C with regional cooperation) will provide continued support for the development of energy conservation legal systems targeting Cambodia and Lao PDR.
(3) Because Scheme 2 and Scheme 3 will both complete their programs in the current fiscal year, new schemes going forward will be considered, which will further develop these results.

The meeting was participated in by the representatives of the Energy Efficiency & Conservation – Sub-Sector Network (EE&C-SSN) from each ASEAN country and by the ASEAN Centre for Energy (ACE), which coordinates the projects with the countries taking part in the discussions, and the implementation plans for the current fiscal year were determined.
(1) In the Scheme 2, due to the difficulty of implementing practical training during the COVID-19 pandemic, it was agreed to substitute practical skill training using videos and to introduce energy audit case studies which apply actual factory audit examples.
(2) In the Scheme 3, it was determined to further clarify the results of the activities that ECCJ has been assisting together with the supporting ASEAN countries during the last several years by holding two workshops. Achievements of the activities include finalizing the format of the periodical reporting, and developing energy-saving label operation systems.
(3) Regarding the new schemes going forward, ECCJ will cooperate closely with ACE and EE&C-SSN to consider human resource development (capacity building) which supports advanced energy management in the buildings, industrial, and transportation sectors in order to realize sustainable energy management verification systems and carbon neutrality such as by improving the skills of qualified energy managers.
