EMAK10 workshop: Networking to promote Energy Efficiency and Conservation method in fast-growing Asian countries

Background

After an eleven-month postponement due to the spread of COVID-19 infection, The EMAK10 workshop was held in December, 2020 at Hanoi, Vietnam connected with satellite venues in Japan and Indonesia, on the theme of ‘Transition of Energy Management and Energy Efficiency and Conservation’.

The EMAK10 is the first workshop held outside of G20 countries, instead, in Vietnam, which is the center of the fast-growing South East Asia.

Objectives

  • To support the improvement of energy efficiency in the industrial and commercial sectors;
  • Disseminate information on best practices in energy efficiency and energy savings achieved in Vietnam, with continued economic growth and increasing energy consumption, and;
  • Share experiences on promoting energy efficiency and conservation by energy conservation measures under the legal framework and international cooperation.

Until now, METI has been conducting business with Vietnam through two flameworks, bilateral and multilateral, through ECCJ.
In bilateral projects, we have supported various Vietnamese projects, such as dispatching experts when the Energy Conservation Law was enacted in 2011.
Now the vietnam government has set up a new National Energy Efficiency Program, VNEEP3 towards 2030.
ECCJ is proposing a new project to support the VNEEP to be succeeded.

The 38th ASEAN Minsiters on Energy Meeting has endorsed the APAEC Phase II: 2021 – 2025 on 19 November 2020 in Vietnam. The APAEC is a guiding policy document of multilateral energy cooperation and integration. It consists of seven (7) programme areas, where one of them is Energy Efficiency and Conservation (EE&C). In the APAEC Phase I, ASEAN has exceeded the Energy Intensity Reduction Target and under APAEC Phase II, ASEAN is aiming for a more ambitious target as well as to enhance the effort in transport and industry sector.

Economic growing leading to the development of production rate in Vietnam. Boiler and steam system are the important part of many industries such as textile, food processing, beverage, Pulp and paper ext. Using coal, oil, gas and biomass as a fuel for steam production, boilers become an important energy consumption equipment as well as sources of environmental pollution.
With the result of evaluation of 29 boilers in 24 factories, main opportunities for energy conservation of boilers operation including: Adjusting combustion mode; Controlling blowdown regime; Adjusting oxygen concentration of flue gas; Increasing temperature of feed water by improving condensate recovery system; Improving insulation of furnace shells; Repairing economizer; Repairing air preheater; Repairing steam leakage; Replacing by a new boiler in accordance with load and operation mode; Utilizing flue gas heat; Using additive to support for SO2 reduction and improvement of combustion.
Four detail cases studies would be presented to show the result of applying methodologies for fuel reduction of boiler and steam system.

In order to achieve a sustainable society and improve the quality of life (QoL), realizing advanced power grid operation is an important factor.
Hitachi has been proposing a number of solutions with the information technology (IT) and the knowledge of operational technology (OT) which has been cultivated by Hitachi with utility companies.
Hitachi will introduce two proven technologies. One is the OPENVQ for optimizing the online optimization of voltage reactive power control of the power grid. The one of useful values of OPENVQ is the transmission loss reduction, which means OPENVQ can reduce emission of CO2 by thermal power plants.
Another is the integrated information platform, named HERO, to support the efficient operation of distributed energy resource.

Hibiya Company is responsible for implementing the project. Mitsubishi UFJ Morgan Stanley, is responsible for verifying the effectiveness of energy savings.
Project implementation period: 2013-2018.
Measures to reduce oil and electricity energy consumption include: installing high efficiency boilers, installing heat pump water heaters, replacing old lighting equipment with LED lighting equipment, and installing BEMS energy management system for optimal operation, saving energy for air-conditioners.

Pupuk Kaltim is the first fertilizer plant certified ISO 50001 in Southeast Asia, and consistently implements an ISO 50001-based energy management system in all factories in stages, starting with Factory 3 certification in 2017, Pupuk Kaltim’s success in saving US $ 20 million with an energy saving of 4.39% of total energy, and reducing CO2 gas emissions of 346,012 metric tons.
Pupuk Kaltim was awarded the ASEAN Energy Efficiency and Conservation Best Practices Award 2019 in the Large Enterprise category in September 2019, after receiving the Clean Energy Ministerial (CEM) Award of Excellence in Energy Management in May 2019.
